Docs: Correct default value for the `$optimize` option in Style Engine.
The default value is set to `true` in `WP_Style_Engine_Processor::get_css()`, but was previously documented as `false` in various DocBlocks. Follow-up to [54156], [55719], [55733], [55819]. See #57840. Built from https://develop.svn.wordpress.org/trunk@55820 git-svn-id: http://core.svn.wordpress.org/trunk@55332 1a063a9b-81f0-0310-95a4-ce76da25c4cd
