Code Modernization: Remove a workaround for `CURLOPT_PROTOCOLS` in `WP_Http_Curl::request()`.
The `CURLOPT_PROTOCOLS` constant was introduced in PHP 5.2.10, so no longer needs a workaround. Props jrf. See #48074. Built from https://develop.svn.wordpress.org/trunk@46218 git-svn-id: http://core.svn.wordpress.org/trunk@46030 1a063a9b-81f0-0310-95a4-ce76da25c4cd
