Abstract functionality from `wp-comments-post.php` into a function, `wp_handle_comment_submission()`.
Add unit tests. Props johnbillion. Fixes #34059. Built from https://develop.svn.wordpress.org/trunk@34799 git-svn-id: http://core.svn.wordpress.org/trunk@34764 1a063a9b-81f0-0310-95a4-ce76da25c4cd
