Don't force distinct term queries when specifying `number` and `object_ids`.
This reverts [41377], which caused performance problems on sites with a large number of terms. See #41796. Built from https://develop.svn.wordpress.org/trunk@41880 git-svn-id: http://core.svn.wordpress.org/trunk@41714 1a063a9b-81f0-0310-95a4-ce76da25c4cd
