Twenty Nineteen: Fix markup errors in `twentynineteen_add_ellipses_to_nav()`:

* Add missing i18n for `aria-label` attribute.
* Remove redundant screen reader text superseded by `aria-label`.
* Remove unnecessary `id` and `class` attributes.
