Multisite: Add meta query functionality to `WP_Site_Query`.
After the introduction of site metadata in [42836], it should be possible to query sites by that data. Fixes #40229. Built from https://develop.svn.wordpress.org/trunk@43010 git-svn-id: http://core.svn.wordpress.org/trunk@42839 1a063a9b-81f0-0310-95a4-ce76da25c4cd
