Formatting: allow date strings to be passed to `get_gmt_from_date()`, instead of requiring `'Y-m-d H:i:s'`.
Adds unit tests. Props pbearne. Fixes #34279. Built from https://develop.svn.wordpress.org/trunk@35284 git-svn-id: http://core.svn.wordpress.org/trunk@35250 1a063a9b-81f0-0310-95a4-ce76da25c4cd
