General: Check that `set_time_limit()` function is available before using it in core.
This avoids a fatal error if the function is disabled on certain environments. Props theode, jokerrs, johnbillion, hellofromTonya, costdev, jrf, azaozz, SergeyBiryukov. Fixes #55711.
