Code Modernization: Check if the file to retrieve metadata from in `get_file_data()` was successfully opened.
This avoids a fatal error on PHP 8 caused by passing a `false` value to `fread()`, instead of a file resource. See #50913. Built from https://develop.svn.wordpress.org/trunk@49073 git-svn-id: http://core.svn.wordpress.org/trunk@48835 1a063a9b-81f0-0310-95a4-ce76da25c4cd
