Media: In `wp_read_image_metadata()` make sure that IPTC keywords are UTF8 encoded.
Prevents missing `_wp_attachment_metadata` when an image contains keywords with latin extended characters. Fixes #35316. Built from https://develop.svn.wordpress.org/trunk@36429 git-svn-id: http://core.svn.wordpress.org/trunk@36396 1a063a9b-81f0-0310-95a4-ce76da25c4cd
