Plugins: Add a `current_priority()` method to `WP_Hook`.
This allows plugins to determine the currently running priority of a filter. Fixes #39007. Built from https://develop.svn.wordpress.org/trunk@39430 git-svn-id: http://core.svn.wordpress.org/trunk@39370 1a063a9b-81f0-0310-95a4-ce76da25c4cd
