Editor: refactor and stabilize selectors API.
Restructures the block.json selectors API by moving `__experimentalSelector` props into their own config, stabilizing the selectors API, and enabling more flexible styling options. Props ramonopoly, spacedmonkey, aaronrobertshaw, onemaggie. Fixes #58586.
