Revert [37362], which incorrectly changed Dashicons CSS
`dashicons.css` is an external-ish library and the change there is incorrect. See #36754. Built from https://develop.svn.wordpress.org/trunk@37364 git-svn-id: http://core.svn.wordpress.org/trunk@37330 1a063a9b-81f0-0310-95a4-ce76da25c4cd
