Theme Editor: Change file descriptions of `header.php` and `footer.php`.
`header.php` is now "Theme Header" and `footer.php` is "Theme Footer". This prevents a clash with other "Header" strings in the context of "Custom Header". Props ramiy. Fixes #32975.
