Twenty Nineteen: Adds URL in for print css. 

The print styles is meant to append the URL to links. These rules weren't working correctly and this refreshed patch resolves that.

Props kjellr, laurelfulford, sabernhardt, poena, shailu25.
Fixes #45944.
