In `get_terms()`, assemble `WHERE` conditions in an array instead of concatenating.
This method is more reliable when adding new `WHERE` conditions. See #35495. Built from https://develop.svn.wordpress.org/trunk@36598 git-svn-id: http://core.svn.wordpress.org/trunk@36565 1a063a9b-81f0-0310-95a4-ce76da25c4cd
