Change accordions in the customizer and the navigation menus to make proper usage of accordion markup patterns. This includes adding missing `:focus` states, using a `button` element to control tabbing and interaction, instead of the heading elements, and removing instructional text for screen reader users that was used to compensate for the incorrect markup pattern.

This partially reverts [58563], which applied an update of the `uglify-js` `devDependency` from `3.17.4` to `3.18.0`.
The `3.18.0` update is causing some JavaScript errors in the `media-views.min.js` file, so needs to be investigated further.

Change the edit menu item toggle to communicate more context about the item to be edited. Make edit text consistent between Customizer menu editor and admin menu editor.
The menu position is conveyed only visually, using indentation, because there are no organizational semantics in either editor. This change helps provide screen reader users with consistent contextual information about the order, position, and parent of the current item.

To be able to disable jQuery Migrate as step 3 of updating the jQuery version shipped with WordPress, all `JQMIGRATE` warnings in the browser console will have to be addressed.
This includes many minor adjustments to a wide array of core files.

The `WP_Customize_New_Menu_Control` and `WP_Customize_New_Menu_Section` PHP classes and `wp.customize.Menus.NewMenuControl` JS class were deprecated in 4.9 through [42034] with the intention of removing them in 5.0. Since more time has passed than originally intended, this change leaves `WP_Customize_New_Menu_Control` and `WP_Customize_New_Menu_Section` to prevent any potential backwards compatibility issues, and formally deprecates them. The `wp.customize.Menus.NewMenuControl` JS class is removed.

The `keyup` event was used to provide support for IE8, where which doesn't support the `input` event. As we dropped IE8 support some time ago, this was simply adding unnecessary complexity and double-event triggers.

Trigger a keyup event when clearing the search field in response to closing the add item panel. The keyup event triggers a search and resets the results. Previously, the search field was cleared while the potentially blank search results were left in place making it impossible to select new menu items.

Simplify regular expression for checking URL validity to just do basic checks to confirm the value looks like a URL. Leave the complete validation to the server-side logic in `WP_Customize_Nav_Menu_Item_Setting::sanitize()` to avoid having to maintain two separate codebases for validating URLs.

Often, folks run into two issues when they create new menus: they click "Add a Menu" thinking it will add a new page to their menu, or they forget to assign their new menu to a location, and then wonder why it doesn't show up on their site.
This commit rearranges the order of items in the menu panel, and updates the flow for creating a menu by breaking it up into steps. Additionally, more help text has been added to guide people through the process of creating a menu.
Also adds default `type` lookups for Panel and Section instances. See #30741.
