Also, adds missing labels and improves the existing ones.
Updates the "custom links" labels and inputs in the Customizer too.
Introduces a generic, reusable, `.wp-initial-focus` CSS class to be used for
the sole purpose of setting the initial focus.
"Quick Search": uniform the attached events and avoids new AJAX requests to
be triggered when the pressed key doesn't change the searched term.

Introduces a simple way to give a proper semantics of `button` to links that behave
like UI controls when JavaScript is on and behave like actual links when JavaScript
is off. First implementation on the Terms list table.

Instead of truncating columns, the data that's already in the markup can now be toggled into view. Only seems appropriate to celebrate four years of contributing by finally doing the first thing I ever mocked up.
Known issues / concerns:
* Custom list tables that don't define a primary column will show nothing at all. These are not extremely common, as `WP_List_Table` isn't really recommended for plugin consumption, but it happens. We need to come up with some kind of fallback.
* Some visual elements, particularly whitespace, could use refining.
* Needs a11y review.
* Touch performance on iOS feels sluggish - is there anything we can do about that?
* Would this be better accordion-style (only one expanded at a time)?
* Is `wp_strip_all_tags()` good enough for column titles that have HTML in them? It's essentially a workaround for the fact that core's comments column does that for the icon, which maybe it shouldn't. Perhaps worth another ticket, as a markup change would be fairly independent.
* Visual hierarchy is not great when expanded (also worthy of another ticket).
* Quick edit now becomes noticeably more annoying to cancel out of, as you have to scroll all the way down and you lose your position from before it was opened. Again, worthy of another ticket.

In `columns.hidden()`, which lives in `common.js`, don't return items with no `id`.
This was resulting in options like `manageedit-postcolumnshidden` containing a serialized array with random empty items.

These no longer return upon refreshing the page when JS is on and working, so users should be able to dismiss them. This is particularly important on the post edit screen when DFW is triggered, but pretty much all notices can be dismissed if needed. A post on Make/Core will follow with information on how this can be leveraged in plugins.

- Fix scrolling the pinned menu with a mouse wheel.

* Makes the admin fully responsive down to 320px wide.
* Adds a touch-optimized main menu that can be opened and closed from the toolbar.
* Size and positioning adjustments to icons, buttons, and text elements for better touch usability.
A few changes since MP6:
* Removed jQuery mobile. This script was used to add swipe controls to open/close the sidebar menu. This feature was apparently buggy and due to the pending demise of jQuery mobile, it was removed.
* Removed use of Backbone.js. Adding Backbone.js to this script would add a dependency of Backbone.js for all of the admin. Additionally, it was used to add a menu item. Instead of doing that, it was added via the admin menu API. This also fixes a bad delay in the item showing in the menu.
* CSS layout is standardized. Comments have also been cleaned up.
* Jetpack and Akismet code is removed.
* RTL CSS is removed.
* JS passes hinting other than one small issue that will likely be removed when parts of the code are reviewed.
A number of areas for improvement remain; we're tracking these issues in the comments of #25858.

* This moves our "development" versions from .dev.js to .js (same for css).
* The compressed version then moves from .js to .min.js (same for css).
By switching to the standard .min convention, it sets expectations for developers,
and works nicely with existing tools such as ack.
