* Use `sessionStorage` to remember the previous results of calls to `browserSupportsEmoji()` for 1 week.
* Optimize reading from canvas by supplying the `willReadFrequently` option for the 2D context.
* When `OffscreenCanvas` is available, offload `browserSupportsEmoji()` to a web worker to prevent blocking the main thread. This is of primary benefit to Safari which does not yet support `willReadFrequently`.
* Remove obsolete support for IE11 since promises are now utilized. Nevertheless, ES3 syntax is maintained and IE11 will simply short-circuit.

Significant restructure of the admin image editor interface, but no new functionality. Reorganize editing buttons into a common region at the top of the editor. Move image rotation tools into a pop-out menu. Add 180 degree rotation option. Add scale button to control group. Move sidebar tools next to the editing canvas to improve visual proximity between action and result. Enlarge editing canvas and crop handles. Separate activating crop functions from applying crop. Add numeric inputs for crop & scale values.
A long term goal is to move undo/redo and cancel/save into the modal title bar, but that is not feasible without significant updates to the modal framework.

The emoji feature detection that occurs on every page load by default has been broken at least since [45769], causing the feature detection to fail for browsers that in fact support emoji correctly. This has led to the `wp-emoji-release.min.js` file being loaded unnecessarily even in modern browsers, which accounts for roughly 4.7 KB of extra JavaScript on every page load.
This changeset fixes the feature detection, by using the correct sequences of char codes.

This changeset replaces `this.element._trigger('focus');` with `this.element.trigger('focus');` in `wpdialog` to fix a JS error introduced in [55052].
Indeed, `this` inside the `open()` function of `wpdialog` refers to the jQuery UI widget, whereas `this.element` is the jQuery object of the DOM element. Thus, native jQuery methods need to be used, as `_trigger` is only defined on the jQuery UI widget.

When `wp.template()` is called in JavaScript for a template element that does not exist, a very nondescript error message is currently returned (“Uncaught TypeError: Cannot read property `replace` of `undefined`”).
This updates adds a check for this scenario and a new “Template not found” error is now thrown instead.

Adds a new feature to persist editor UI preferences between page loads and browsers.
* Adds a new preferences persistence API.
* Saves editor preferences in user meta instead of in browser's local storage.
Why?
Due to the transient nature of browser storage, this persistence is not as sticky as it is expected to be, including: switching browsers (unique storage between browsers), or using private browsing tabs (storage cleared between sessions), or the same user across a network of sites (storage unique by domain).

This changeset adds the capability for core media uploads to generate sub sized images in more than a single mime type. The output formats for each mime type can be controlled through a filter. WebP is used as an additional output format for JPEG images by default to improve front end performance.
When generating additional mime types, only images which are smaller than the respective original are retained. By default, additional mime type images are only generated for the built-in core image sizes and any custom sizes that have opted in.
Image meta is updated with a new 'sources' array containing file details for each mime type. Each image size in the 'sizes' array also gets a new 'sources' array that contains the image file details for each mime type.
This change also increases image upload retries to accommodate additional image sizes. It also adds a `$mime_type` parameter to the `wp_get_missing_image_subsizes` function and filter.
This change adds three new filters to enable full control of secondary mime image generation and output:
* A new filter `wp_image_sizes_with_additional_mime_type_support` that filters the sizes that support secondary mime type output. Developers can use this to control the output of additional mime type sub-sized images on a per size basis.
* A new filter `wp_upload_image_mime_transforms` that filters the output mime types for a given input mime type. Developers can use this to control generation of additional mime types for a given input mime type or even override the original mime type.
* A new filter `wp_content_image_mimes` which controls image mime type output selection and order for frontend content. Developers can use this to control the mime type output preference order for content images. Content images inserted from the media library will use the available image versions based on the order from this filter.

Move the conversion of `minimalInterval` to milliseconds to be grouped with the other time conversions from seconds to milliseconds.
This fixes a bug in which the minimal and main intervals were compared after the former had been converted to milliseconds but the latter had not. This could cause the heatbeat interval to blow out to unexpectedly high values if the minimal interval was set.

In [50829] infinite scrolling was removed from the Media Library and modal which introduced unintended behavior for featured images where only the selected image shows when opening the library. This change reverts only the logic that caused this and applies a proper fix when opening the library.

Follow-up to [52287] which added an undefined variable. The variable should have been the global `wp.media.view.settings.infiniteScrolling`. This commit brings that global setting into each of the functions and renames the variable using camelCase to comply with JS coding standards.

Based on follow-up research, this change was never necessary in order to use e2e tests in the media library uploader. Additionally, it created several complicated side effects. Without significant benefit, it's not valuable to pursue the change further.

* Prevent loading `wp-embed` script unconditionally on every page in favor of conditionally enqueueing when a post embed is detected. The `wp-embed` script is also explicitly marked as being in the footer group. Sites which currently disable post embed scripts from being enqueued via `remove_action( 'wp_head', 'wp_oembed_add_host_js' )` will continue to do so.
* Send a `ready` message from the host page to each post embed window in case the `iframe` loads before the `wp-embed` script does. When the `ready` message is received by the post embed window, it sends the same `height` message as it sends when it loads.
* Eliminate use of `grunt-include` to inject emoji script and the post embed script. Instead obtain the script contents via `file_get_contents()` (as is done elsewhere in core) and utilize `wp_print_inline_script_tag()`/`wp_get_inline_script_tag()` to construct out the script. This simplifies the logic and allows the running of src without `SCRIPT_DEBUG` enabled.
* For the embed code that users are provided to copy for embedding outside of WP, add the `secret` on the `blockquote` and `iframe`. This ensures the `blockquote` will be hidden when the `iframe` loads. The embed code in question is accessed here via `get_post_embed_html()`.

Role="navigation" was required for assistive technology to recognize HTML5 element's native ARIA roles while HTML5 and ARIA were being introduced. With the deprecation of IE11, the role attribute is only required when mapping elements that don't have native role.
