Sergey Biryukov 08332b50cb Avoid duplication of callbacks in theme browser sidebar each time the Next or Previous button is clicked. 
This makes the collapse/expand button work as expected.

Dominik Schilling b7c93eb3d0 Customizer: Introduce a "panel" API to organize multiple sections into a one section. 
Create a panel via `$GLOBALS['wp_customize']->add_panel( $panel_id, $args )` and use `$panel_id` for the `panel` argument in `$GLOBALS['wp_customize']->add_section( $section_id, $args )`. That's it.
As an example all widget area sections are now summarized into one panel. Feedback appreciated.

Andrew Nacin c504fb41a1 Allow a language to be chosen before installing WordPress. First pass. 
* Checks WordPress.org for available languages.
* In get_locale(), starts using the WPLANG option that has existed in multisite since the MU days.
* Adds new argument to wp_install() for setting WPLANG.

Scott Taylor 0da44fad8e `edit.php?post_type=attachment` should redirect to `upload.php`. Without the redirect, the user is presented with an empty list table. There are probably other issues to address overall, but this accomplishes what the ticket wants.
