Previously, the notice for listing dependencies in a plugin card was styled with the CSS `order` properties. This created a mismatch between the visual order and DOM order of elements in the plugin card.
For accessibility, visual order and DOM order must always match when they affect meaning and functionality.
This removes the CSS `order` properties and outputs the dependencies notice later, making the visual and DOM order match. Some unused/empty CSS is also removed.

When bulk editing, if only some of the selected items are in a given category, the category's checkbox will display a line to indicate an indeterminate status.
Originally committed in [56172], but reverted due to a bug that removed all categories. Updated commit fixes the bug, adds unit tests, and improves the accessibility of the indeterminate state checkboxes.

Introduces a new "Requires Plugins" plugin header so that plugin developers can list the slugs of the plugins theirs depends on.
This will inform users of the requirements, and provide links to the WordPress.org Plugins Repository that they can click to install and activate the dependencies first.
Plugins whose requirements are not met cannot be installed or activated, and they will be deactivated automatically if their requirements become unmet.
Plugins that others rely on cannot be deactivated or deleted until their dependent plugins are deactivated or deleted.

When there are several action links or the text for these links is long, the plugin name column's width extends causing the other columns to shrink in width. This case is a less than desirable user experience.
The plugin name's column has `white-space: nowrap` (on larger screens). This commit changes the `white-space` to `normal`, allowing the plugin action links row to wrap into more than one line.

Installation and activation of incompatible plugins was previously disallowed in [43436] and [44978], but if such a plugin was installed manually, there was nothing on the Plugins screen that would show its compatibility status.
Showing an appropriate notice with a documentation link makes the UI more consistent and improves user experience.

This is part of a larger project in cleaning up core's admin CSS. This collapses all colors used in the CSS to one of 12 blues, greens, reds, and yellows, 13 grays, pure black, and pure white. The colors are perceptually uniform from light to dark, half of each range has a 4.5 or higher contrast against white, the other half has a 4.5 or higher contrast against black.

This stems from longer translations on the User table, but this will apply to any posts column in a list table. Hyphenation should typically just apply to the column header, as the cell contents are just a count.
This does appear to have some browser inconsistencies, so may need further adjustment in the future.

In WordPress 3.2 support for IE6 was dropped, IE7 followed a few versions later. With the 4.8 release, WordPress officially ended support for Internet Explorer versions 8, 9, and 10. Yet, we still have shipped CSS for the unsupported IE versions....until now! Goodbye to ie.css and star hacks!
