joedolson 9fd5f24d73 Administration: A11y: Clarify settings in discussion options.
Fix several settings groups in the discussion options that were written in a compound/sentence structure format. These formats are difficult to parse for screen reader users and have significant layout problems in mobile viewports.

Change settings to use independent labeling.

audrasjb 418a21fdbc Help/About: Use the new `/documentation/` URLs for HelpHub links in WordPress Admin.
As `https://wordpress.org/support/` was redirected to `https://wordpress.org/documentation/`, this changeset replaces various `/support/article/*` links with `/documentation/article/*` to avoid an extra redirect.

This also updates links to Support Forums by replacing `https://wordpress.org/support/` URLs with `https://wordpress.org/support/forums/`.

This changes the descriptive text underneath 3 settings that are frequently overridden by individual posts & pages, and are also often misunderstood to work differently than they do.

"(These settings may be overridden for individual posts.)"

...becomes...

"Individual posts may override these settings. Changes here will only be applied to new posts."

* Parenthesis were removed to improve text layout and flow for RTL languages.
* Original statement was reworded to emphasize "individual posts".
* New statement provides clarity to users about settings changes not being retroactive.

Aaron Jorbin 6cab8cce22 General: Update code for readability and inclusion
There are two pieces in here:

1) The update to change blacklist to blocklist is moved to disallowed_list. "Block" has a meaning in our code, and there could be ambiguity between this code and code related to blocks.

2) This improves backwards compatibility for code that was accessing the now deprecated code.

desrosj 4b60af1a6a General: Remove “whitelist” and “blacklist” in favor of more clear and inclusive language.
“The WordPress open source community cares about diversity. We strive to maintain a welcoming environment where everyone can feel included.”

With this commit, all occurrences of “whitelist” and “blacklist” (with the single exception of the `$new_whitelist_options` global variable) are removed. A new ticket has been opened to explore renaming the `$new_whitelist_options` variable (#50434).

Changing to more specific names or rewording sentences containing these terms not only makes the code more inclusive, but also helps provide clarity. These terms are often ambiguous. What is being blocked or allowed is not always immediately clear. This can make it more difficult for non-native English speakers to read through the codebase.

Words matter. If one contributor feels more welcome because these terms are removed, this was worth the effort.

Sergey Biryukov 47ed56f38f Code Modernization: Replace `dirname( __FILE__ )` calls with `__DIR__` magic constant.
This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

This commit also includes:

* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
 * `wp-admin/admin-header.php`
 * `wp-admin/admin-footer.php`
 * `wp-includes/version.php`

* Add missing translator comments.
* Fix placement of some translator comments. Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.

Includes minor code layout fixes.

Polyglots, rejoice! All WordPress core files now have translator comments for all strings with placeholders!

Sergey Biryukov b77cf42c0b Accessibility: Make sure layout tables across the admin are correctly linearized.
Adds `role="presentation"` to the `<table>` elements used for layout purposes.

Ideally, HTML tables should be used for tabular data. When tables are used for layout purposes, it's important to remove any native semantics so that assistive technologies can correctly announce the table content in a linearized fashion.

Gary Pendergast a779284c00 General: Reformat inline `if ()` statements inside HTML tags.
This pattern occurs a handful of times across the codebase:

Unfortunately, it doesn't really play nicely with `phpcbf`, so all instances need to be removed in preperation for auto code formatting.

Boone Gorges 3eab09a694 Don't force comment pagination.
[34561] instituted the policy of forcing pagination for comments. This strategy
was intended to avert problems when 'page_comments' is set to 0 - as it is by
default - and the number of comments on a given post rises into the hundreds or
thousands. By forcing pagination in all cases, we ensured that WordPress would
not time out by processing unwieldy numbers of comments on a given pageload.

The strategy proves problematic, however, because comment permalinks are
generated using the page of the comment. Forcing pagination for posts that
were not previously paginated would change the URL of all comments that do not
appear on the default comment page.

This changeset reintroduces the 'page_comments' setting and its corresponding
checkbox on Settings > Discussion. A number of tests, which were written after
[34561], are modified to work now that 'page_comments' will, once again, be
disabled by default.

Boone Gorges 18d6b3c8dc Force comment pagination on single posts.
Previously, the 'page_comments' toggle allowed users to disable comment
pagination. This toggle was only superficial, however. Even with
'page_comments' turned on, `comments_template()` loaded all of a post's
comments into memory, and passed them to `wp_list_comments()` and
`Walker_Comment`, the latter of which produced markup for only the
current page of comments. In other words, it was possible to enable
'page_comments', thereby showing only a subset of a post's comments on a given
page, but all comments continued to be loaded in the background. This technique
scaled poorly. Posts with hundreds or thousands of comments would load slowly,
or not at all, even when the 'comments_per_page' setting was set to a
reasonable number.

Recent changesets have addressed this problem through more efficient tree-
walking, better descendant caching, and more selective queries for top-level
post comments. The current changeset completes the project by addressing the
root issue: that loading a post causes all of its comments to be loaded too.

Here's the breakdown:

* Comment pagination is now forced. Setting 'page_comments' to false leads to evil things when you have many comments. If you want to avoid pagination, set 'comments_per_page' to something high.
* The 'page_comments' setting has been expunged from options-discussion.php, and from places in the codebase where it was referenced. For plugins relying on 'page_comments', we now force the value to `true` with a `pre_option` filter.
* `comments_template()` now queries for an appropriately small number of comments. Usually, this means the `comments_per_page` value.
* To preserve the current (odd) behavior for comment pagination links, some unholy hacks have been inserted into `comments_template()`. The ugliness is insulated in this function for backward compatibility and to minimize collateral damage. A side-effect is that, for certain settings of 'default_comments_page', up to 2x the value of `comments_per_page` might be fetched at a time.
* In support of these changes, a `$format` parameter has been added to `WP_Comment::get_children()`. This param allows you to request a flattened array of comment children, suitable for feeding into `Walker_Comment`.
* `WP_Query` loops are now informed about total available comment counts and comment pages by the `WP_Comment_Query` (`found_comments`, `max_num_pages`), instead of by `Walker_Comment`.

Aside from radical performance improvements in the case of a post with many
comments, this changeset fixes a bug that caused the first page of comments to
be partial (`found_comments` % `comments_per_page`), rather than the last, as
you'd expect.

Helen Hou-Sandí 1f500055a6 Drop the hyphen from e-mail and standardize on email.
