Similar to the existing `role`/`role__in`/`role__not_in` query arguments, this adds support for three new query arguments in `WP_User_Query`:
* `capability`
* `capability__in`
* `capability__not_in`
These can be used to fetch users with (or without) a specific set of capabilities, for example to get all users
with the capability to edit a certain post type.
Under the hood, this will check all existing roles on the site and perform a `LIKE` query against the `capabilities` user meta field to find:
* all users with a role that has this capability
* all users with the capability being assigned directly
Note: In WordPress, not all capabilities are stored in the database. Capabilities can also be modified using filters like `map_meta_cap`. These new query arguments do NOT work for such capabilities.
The prime use case for capability queries is to get all "authors", i.e. users with the capability to edit a certain post type.
Until now, `'who' => 'authors'` was used for this, which relies on user levels. However, user levels were deprecated a long time ago and thus never added to custom roles. This led to constant frustration due to users with custom roles missing from places like author dropdowns.
This updates any usage of `'who' => 'authors'` in core to use capability queries instead.
Subsequently, `'who' => 'authors'` queries are being **deprecated** in favor of these new query arguments.
Also adds a new `capabilities` parameter (mapping to `capability__in` in `WP_User_Query`) to the REST API users controller.
Also updates `twentyfourteen_list_authors()` in Twenty Fourteen to make use of this new functionality, adding a new `twentyfourteen_list_authors_query_args` filter to make it easier to override this behavior.

This commit adds the `public` visibility keyword to each method which did not have an explicit visibility keyword.
Why `public`?
With no visibility previously declared, these methods are implicitly `public` and available for use. Changing them to anything else would be a backwards-compatibility break.

Upon further examination, this change was not great for backwards compatibility, resulting in block validation errors when running on older versions of WordPress.
While there are currently many `console.info()` notices caused by older format block syntax being updated to the current version included in WordPress 5.8, the blocks do not break.
Block patterns do not currently have a versioning mechanism, or a means to indicate which versions of WordPress are supported.

When using the post editor with a bundled theme active, there will be a number of `console.info` notices printed to the browser’s console.
These notices are caused by block patterns containing outdated and deprecated versions of `core/*` blocks. Before rendering the blocks, they need to be updated, and this process outputs information to the console.

Make sure the `$sidebar` variable is defined and has at least one entry in the array, before adding the `.below-entry-meta` class to elements below the entry meta.

The `px` unit added in [50388] to prevent invalid values when using `calc` functions was inadvertently removed in [50972].
This re-adds the unit to ensure the issue reported in #52564 remains fixed. The same stylelint rule adjustment made in [50388] to `.stylelintrc-css.json` has also been copied over to `stylelintrc.json` file, which is the configuration file used when linting `.scss` files.

The `twentytwentyone` filtered `the_password_form` with a `twenty_twenty_one_password_form` callback that, by default, passed only one parameter that was assumed to be the post or post ID. The admin bar height custom property is used in `calc` functions, which require consistent unit use, even when the value is zero. A unitless value returns an invalid value for the "height" property, where this variable is used. The Twenty Twenty search modal uses aria-expanded correctly on the Search button, but toggles the aria-expanded value on the 'close' button. The close button is a different control, however, so the attribute value toggling is uneven. The close button does not toggle any behavior; it only closes a control that has already been opened.

This change restructures the Button element styles for better a11y and expected color behaviors. Here what has changed:
- The `button-style()` mixin is now the ''single source or truth'' for how Button should look site-wide.
- Button Block, File Block, and Search form Blocks all rely on this one mixin.
- The same styles is also applied to the `<button>` element which appears in widgets, the 404 search form and comments form.
- Improves expected button styles for various conditions and contexts as follows:
- User color palette selections for Buttons are retained regardless of a parent block’s color settings or dark-mode.
- Supports both Default/Filled styles and Outline styles.
- More consistent `:hover` and `:active` styles.

The `twenty-twenty-one-ie11-polyfills` script now has a `null` source, and the new `twenty-twenty-one-ie11-polyfills-asset` (which points to the actual `polyfills.js` source) will be loaded only if IE is detected by through the use of `wp_get_script_polyfill()`.
Because the original script name remains the same, this change is backwards compatible with any code registering `twenty-twenty-one-id11-polyfills` as a script dependency.

While `loading=“eager”` is a supported alternative to omitting the attribute entirely, browsers follow the value of this attribute explicitly when specified.
Specifying `eager` would prevent the user from receiving any additional potential benefits implemented at the browser level, such as further mechanisms to automatically decide which elements to lazy-load.

This change ensures that the primary text color specific to Dark Mode is used instead of the one specified for normal mode. The latter is not legible in Dark Mode.

Twenty Twenty-One uses PostCSS to convert the custom properties for Internet Explorer. Without a config file, the postcss command does nothing, causing issues in IE. This brings back the config from GitHub, which replaces all custom properties with the default values.
