This changeset replaces contracted verb forms like `doesn't`, `can't`, or `isn't` with non-contracted forms like `does not`, `cannot`, or `is not`, for better consistency across the WordPress administration. It also updates some corresponding unit tests strings.

Peter Wilson 7829821c62 Menus: Hide bulk-select on new menu page.
Prevent the bulk-select option from displaying when adding a new menu. This also prevents the option from displaying when an administrator first visits the menu page and no menus are set.

joedolson 212f532d4c Menus: Add bulk delete for menu items.
Adds an option to bulk delete menu items from the core Navigation Menus screen, offering a considerable usability benefit when making significant changes to navigation menus.

Uses the bulk select pattern found in post and media lists for consistency with other core management screens, rather than the rapid delete pattern found in menus in the customizer.

Helen Hou-Sandí 4847fb4263 Administration: Better targeting for required form field highlighting.
Previously, any `input` or `select` inside of a `.form-invalid` wrapper would get the red border highlighting, including submit buttons which was not visually correct. This now only applies to form elements with a class of `.form-required` inside of the `.form-invalid` wrapper. It also continues to apply the border to elements with both classes (`.form-invalid.form-required`) as that is how some of the admin markup is structured.

Plugin authors may need to do the same sort of class application seen in this commit, i.e. add `.form-required` to certain form elements.

Sergey Biryukov a0224a579d Menus: Add a Cancel link to the screen for creating a new menu.
The use case this helps the most is when there's only one menu and you click "create a new menu". In this case the Cancel link allows you to go back to the single existing menu.

Sergey Biryukov 47ed56f38f Code Modernization: Replace `dirname( __FILE__ )` calls with `__DIR__` magic constant.
This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

This commit also includes:

* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
 * `wp-admin/admin-header.php`
 * `wp-admin/admin-footer.php`
 * `wp-includes/version.php`

* Add missing translator comments.
* Fix placement of some translator comments. Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.

Includes minor code layout fixes.

Polyglots, rejoice! All WordPress core files now have translator comments for all strings with placeholders!

Andrea Fercia 8f69ebf812 Accessibility: Improve the semantics of "tabs" that are not real ARIA tabs.
Some "visual tabs" in the WordPress admin used links wrapped in a `h2` heading. While these tabs look like ARIA tabs, they're just navigation menus and should be marked-up as such to be correctly exposed to assistive technologies.
- changes the wrapping `<h2>` to a `<nav>` element: worth reminding `<nav>` elements also define ARIA landmarks
- adds an `aria-label` to the `<nav>` elements so they can be distinguished from other `<nav>` elements in the page
- adjusts the headings level in the Credits page

Gary Pendergast 56c162fbc9 Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

Gary Pendergast 8244397ffb Coding Standards: Prepare for upgrading WPCS to 1.0.0.
In order to get the best result when running `phpcbf` across the codebase, there are some manual tweaks we need to make.

These fall into three categories:
- Fixing incorrectly indented code which has flow-on effects when auto-fixing.
- Tweaking the layout of inline PHP inside HTML tags.
- Moving more complex inline PHP inside HTML tags, to execute earlier.

Gary Pendergast a779284c00 General: Reformat inline `if ()` statements inside HTML tags.
This pattern occurs a handful of times across the codebase:

`<div class="foo<?php if ( $bar ) { echo ' baz'; } ?>">`

Unfortunately, it doesn't really play nicely with `phpcbf`, so all instances need to be removed in preperation for auto code formatting.

John Blackbourn 4cf5550d8d I18n: Begin introducing translator comments for strings which include placeholders but no accompanying translator comment.
Adds context to one string used in two different contexts for the new user and new site signup email notification.

Helen Hou-Sandí 6485e5e3cf Menus: Use a label of "Display location" for individual nav menu settings.
While "Menu/Theme locations" was descriptive of what the choices listed were, in the context of editing an individual nav menu it is more descriptive to use a setting label that tells you what it is you are affecting for that nav menu, which is where it will be displayed. Technically multiple locations can be chosen, but in practice that appears to be rare enough that we can avoid an awkward "location(s)" type string.
