This updates the 5.4 branch to support the latest LTS version of NodeJS (currently 14.x), allowing the same version to be used across all WordPress branches that receive security updates as a courtesy.
In addition to backporting the package updates that happened after branching 5.4, dependencies that were removed in future releases have also been updated to their latest versions.

This is a follow-up to [41271], which added the banner to minified CSS files.

When constructing the request URL, ensure that `?` is replaced with `&` when the API root already contains a `?`. Fixes an issue where requests were broken when sites had permalinks set to plain.

There are now 3 places where we call out to the REST API from within wp-admin. This commit introduces a small library to allow overriding these calls, centralize nonce-passing logic, and eliminate the need to pass a full REST URL down to client code (this last feature is not yet used and will be explored in a separate ticket).
