Replaces `trigger_error()` with `wp_trigger_error()`.
The usage of `wp_trigger_error()` avoids generating `E_USER` family errors unless `WP_DEBUG` is on. In doing so, users should not see these messages in normal production.
Notes:
* Removes `E_USER_NOTICE` when passed as an argumnent, as it's the default error level.
* An empty string is passed for the function name when its name is already in the error message or does not add value to the error message.
* Externally maintained libraries are not included.

[57545] introduced `wp_get_plugin_action_button()`. This function is documented to return a `string`. However, if the user does not have the appropriate capabilities, it returned `void`, which is unexpected.
Resolves the issue by moving the `return $button` to the bottom of the function to ensure it always returns a `string` type. On success, the button's HTML string is returned; else, an empty string is returned.
Unit tests are included.

Clicking on these links initiates an action, so they are more semantically a button rather than a link. Keeping them as an anchor in html allows any existing JS that is targeted to these items to continue to function. The addition of the role helps assistive technology to know that they should treat this as a button.

Automatic deactivation of dependents with unmet dependencies requires a write operation to the database. This was performed during Core's bootstrap, which risked the database and cache becoming out-of-sync on sites with heavy traffic.
No longer loading plugins that have unmet requirements has not had a final approach decided core-wide, and is still in discussion in #60491 to be handled in a future release.
The `plugin_data` option, used to persistently store plugin data for detecting unmet dependencies during Core's bootstrap, is no longer needed.

Introduces a new "Requires Plugins" plugin header so that plugin developers can list the slugs of the plugins theirs depends on.
This will inform users of the requirements, and provide links to the WordPress.org Plugins Repository that they can click to install and activate the dependencies first.
Plugins whose requirements are not met cannot be installed or activated, and they will be deactivated automatically if their requirements become unmet.
Plugins that others rely on cannot be deactivated or deleted until their dependent plugins are deactivated or deleted.

For a number of years, most of the WordPress error messages have been prefixed with "Error:". However, these messages appear in a context where it's already clear an error occurred. Whether it's an error, a warning, or any other classification, that's not so relevant for users. The content of the message is the relevant part. The "Error:" prefix doesn't add great value while it does add unnecessary complexity for the message readability.
Also, revises some of these messages to improve clarity and removes HTML from translatable strings.

This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.

When a plugin states it requires a specific minimum PHP version (as defined in the `requires_php` field included in the plugin update API response), a user should not be allowed to update that plugin when the server does not satisfy the minimum PHP version.
When this scenario is encountered, the update buttons and links are disabled and links to educational resources about PHP are displayed to the user with a notice.

This changeset uses the API functions introduced in [44476] to link to the resource about updating PHP when highlighting a plugin's required PHP version is not met. It furthermore expands them, introducing a new `wp_update_php_annotation()` function that prints the markup to indicate that the default URL has been altered by the web host, allowing it to be reused universally.
Furthermore, this changeset adds missing `update_php` capability checks before displaying the information about updating PHP.

In PHP 7.3, the `compact()` function has been changed to issue an `E_NOTICE` level error if a passed string refers to an unset variable. In previous versions of PHP, this notice was silently skipped. This fixes a few more instances of unset variables in the WordPress admin.

WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.
