In PHP 8, the GD extension uses `GdImage` objects instead of resources for its underlying data structures.
This updates the existing `is_resource()` calls for image resources in core to accomodate for `GdImage` instances as well.

- Introduce `wp_image_file_matches_image_meta()` utility function to check whether the image meta (retrieved by attachment ID) matches an image path or URI. A mismatch may happen in some cases, for example after the posts have been exported from one website and imported in another.
- Add unit tests for the new function.
- Improve `wp_image_src_get_dimensions()` a bit and use the new function to prevent these edge cases.

With this changeset, in addition to the already present `wp_lazy_loading_enabled` filter, developers can now opt out of lazy-loading template images via `wp_get_attachment_image()` by passing a `loading` attribute with boolean value `false`. This can be used e.g. by theme developers on images which are very likely to be in the initial viewport.
This changeset also improves related test coverage.

Following up on [48170], this changeset moves the new logic to add missing `img` dimension attributes into a separate function that is run first within `wp_filter_content_tags()`. It also adds a utility function `wp_image_src_get_dimensions()` with logic reused from `wp_image_add_srcset_and_sizes()`, and it ensures that `width` and `height` attributes only get added if both of the attributes are missing on the original `img` tag.
This changeset furthermore improves test coverage and separates tests for the different aspects of `img` tag modification.

This changeset ensures that attachment images which are inserted without `width` and `height` attributes still receive them in the frontend, to reduce cumulative layout shift. Adding the dimensions happens as part of the logic for adding `srcset` and `sizes` attributes, which already assume the specific width and height of the respective image.
Images are now only lazy-loaded if they have `width` and `height` attributes present. While missing these attributes itself is what causes layout shifts, lazy-loading such images can make this problem more apparent to the user.

Visible `<label>` elements benefit all users. The `placeholder` attribute should not be used as a replacement for visible labels.
Instead, it's supposed to be used only for a short hint to aid users with data entry e.g. a sample value or a brief description of the expected format.
Screen readers may not announce a `placeholder` attribute at all. Other users may suffer from the lack of a visible label and a placeholder used as replacement, for example:
- users with cognitive disabilities may have trouble remembering what the filled field does
- speech recognition users cannot see the name they can speak to set focus on the field
- low-vision users with high text-size may not be able to see the whole placeholder even when it's visible, if its value is clipped by the edge of the input

Noteable changes:
- The `magic_quotes_runtime` and `magic_quotes_sybase` settings were removed in PHP 5.4, so no longer need to be set.
- Some functions that use external libraries can generate errors that can't be tested for, so are globally allowed to silence errors.
- Quite a few functions would cause errors if `safe_mode` was set. This setting was removed in PHP 5.4.
- Only a handful of `header()` calls needed corresponding `headers_sent()` checks for unit tests to pass, but more may need to be added as the nightlies builds are tested.

- Introduces `wp_get_missing_image_subsizes()` and `wp_update_image_subsizes()` to generate image sub-sizes that are missing or were not created after the upload.
- Adds a way to display errors that happened while creating sub-sizes.
- Introduces `wp_create_image_subsizes()` intended for use after an image was uploaded. It saves/updates the image metadata immediately after each sub-size is created. This fixes the (long standing) problem when some of the sub-size image files were created but there was a timeout or an error and the metadata was not saved. Until now such uploads were considered "failed" which usually resulted in the user trying to upload the same image again, creating even more "orphan" image files.
Note that the patch also includes some unrelated WPCS fixes.

WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.

The personal data export and erasure tools allow plugins to register their own callbacks, in order to add additional data to the export and erasure processes. Previously, these were registered without specifying a constant identifier in the array of callbacks. Using mutable integers makes it difficult for plugins to modify the callbacks of other plugins, though.
Using associative array keys instead provides a covenient and reliable way to identify and interact with another plugin's callbacks.

In [38296] we replaced `get_post_meta()` with `wp_get_attachment_metadata()`
so that attachment metadata could be consistently filtered. However, this
results in extra post queries which were previously avoided.
This uses `_prime_post_caches()` instead of `update_meta_cache()` to improve
post caching before looping through all images to retrieve attachment metadata.

This avoids a couple of expensive queries that attempt to determine whether the media library contains any audio or video items, and also makes the UI for creating playlists more discoverable.
[40382] and [40421] added filters to allow overriding this behavior; this commit changes the default value of the filters to always show these UI buttons and never run the expensive queries. The old behavior can still be restored using the filters if desired.

render 'Thumbnail', 'Medium', 'Large', and 'Full' sizes of
the first page, and save them in attachment meta.
Use these renders within Add Media, Media Gallery and List views,

Support available by default via Imagick -> ImageMagick -> Ghostscript,
but can be provided by any `WP_Image_Editor` that supports PDFs.

This removes the fallbacks in `wp_get_attachment_image()` and in
`wp.media.string.props` which attempt to generate an `alt` value
from the image caption or title if an `alt` attribute isn't explicitly
set.
This allows for image HTML to be generated that contains an empty `alt`
value, i.e., `alt=""` which is much preferable for screen readers than
reading redundant content in the case of a caption, or when reading the
image title, which is often generated from the filename and not helpful
as `alt` text.

Running the taxonomy array through `array_unique()` is unnecessary
when the function returns objects, because the associative keys already
ensure uniqueness.
This also fixes a bug when running `get_attachment_taxonomies()` in
HHVM, which doesn't like casting objects to strings for the purposes
of `array_unique()`.

When `$size` is passed to `image_get_intermediate_size()` as an array of width
and height values and an exact image size matching those values isn't available,
the function loops through the available attachment sizes and returns the
smallest image larger than the requested dimensions with the same aspect ratio.
The aspect ratio check is skipped for the 'thumbnail' size to provide a fallback
for small sizes when no other image option is available. This resulted in a poor
selection when the size requested was smaller than the 'thumbnail' dimensions
but a larger size matching the requested ratio existed.
This refactors the internals of `image_get_intermediate_size()` to ensure the
'thumbnail' size is only returned as a fallback to small sizes once all other
options have been considered, and makes the control flow easier to follow.
This also introduces a new helper function, `wp_image_matches_ratio()` for
testing whether the aspect ratios of two sets of dimensions match. This function
is also now used in `wp_calculate_image_srcset()` during the selection process.

their filenames. This results in an invalid `srcset` attribute,

In `wp_calculate_image_srcset()` we get an array of image sizes
associated with an attachment and then add the original image's
information to the array before processing the `srcset`. In doing
so, we set the original data to a `$image_sizes['full']` key, which
could stomp on any custom image sizes using `full` as a size name.
This avoid the issues by adding the original data without a named
key, which is never referenced anyway.
