Plugin activation on the Plugins > Add New screen is performed using AJAX, no longer performing redirects. This means that users will not see a newly activated plugin's menu items, admin notices, or other UI elements until the user refreshes or navigates to another screen. Without adequate messaging and direction, users may be unsure of what to do next.
This shows an admin notice when a plugin is activated from its plugin card or modal, informing the user that the plugin was activated, and that some changes may not occur until they refresh the page.

Apply new focus styles from WordPress 5.3 more broadly. An updated focus style for form inputs, buttons, and link styled as buttons was added in WordPress 5.3; this commit makes other focus styles consistent with those changes so they meet accessibility standards for color contrast.

Introduces a new "Requires Plugins" plugin header so that plugin developers can list the slugs of the plugins theirs depends on.
This will inform users of the requirements, and provide links to the WordPress.org Plugins Repository that they can click to install and activate the dependencies first.
Plugins whose requirements are not met cannot be installed or activated, and they will be deactivated automatically if their requirements become unmet.
Plugins that others rely on cannot be deactivated or deleted until their dependent plugins are deactivated or deleted.

When JavaScript is disabled, the Add Plugins screen's search button position was too high in comparison to the search text field. This fix reuses the CSS declaration to keep field and button aligned.
By targeting the `.no-js` class, the CSS specificity is not impacted when JavaScript is enabled.

The `{min|max}-device-pixel-ratio` syntax as a a non-standard CSS media feature that was used as an alternative to the now standard `resolution`. Prior to Safari 16.0, `-webkit-{min|max}-device-pixel-ratio` was needed to correctly support it.
This change is a result of the `caniuse-lite` update that was applied recently in [56065]. Though there were no changes to target browsers as a result of this update, it seems an upstream change identified these as unnecessary.

Move the visual positioning of the posts search form into it's DOM position. Fixes an accessibility bug where the keyboard focus sequence did not match the visual order. Significant restructure of the admin image editor interface, but no new functionality. Reorganize editing buttons into a common region at the top of the editor. Move image rotation tools into a pop-out menu. Add 180 degree rotation option. Add scale button to control group. Move sidebar tools next to the editing canvas to improve visual proximity between action and result. Enlarge editing canvas and crop handles. Separate activating crop functions from applying crop. Add numeric inputs for crop & scale values.
A long term goal is to move undo/redo and cancel/save into the modal title bar, but that is not feasible without significant updates to the modal framework.

The non-focused state of the `.screen-reader-shortcut` element in the admin bar fails contrast tests. This has no real-world consequences, but raises false positives in some automated testing tools. This fix is largely so people using automated testing will not raise false positives.

This updates PostCSS related dependencies for the main Core build process to versions that use the latest major version of PostCSS, 8.x.
There were no changes to any versioned CSS files as a result of this update directly. However, two occurrences of `-o-tab-size` have been removed due to the version of `caniuse-lite` used being updated in the process.

This updates the `caniuse-lite` database from `1.0.30001407` to `1.0.30001448` and applies the resulting changes to generated WP Admin CSS.
This removes two occurrences of `-o-tab-size`, which was required for partial support of the `tab-size` property in Opera Mini. Usage has dropped below 1%, hence this vendor prefix being removed.

[52232] relocated the Theme Editor menu item from Appearance to Tools for block themes. This commit relocates the Plugin Editor menu item from Plugins to Tools for block themes for a consistent workflow.
Both the Theme Editor and Plugin Editor menu items are renamed to "Theme File Editor" and "Plugin File Editor" respectively. Why? To better identify their purpose, i.e. to directly edit the code in the theme or plugin files. The rename is not limited to only block themes.

This includes three minor updates to generated CSS files:
- A single `-webkit-` prefix is removed for `min-width`, which was required for Safari <= 10.1 (0.06% total global usage). WordPress only supports the last two versions.
- 2 instances where the `-o-` prefix are added for `tab-size`. This appears to be for Opera Mobile, which has creeped back over the 1% global usage.

This is part of a larger project in cleaning up core's admin CSS. This collapses all colors used in the CSS to one of 12 blues, greens, reds, and yellows, 13 grays, pure black, and pure white. The colors are perceptually uniform from light to dark, half of each range has a 4.5 or higher contrast against white, the other half has a 4.5 or higher contrast against black.
Standardizing on this set of colors will help contributors make consistent, accessible design decisions. The full color palette can be seen here: https://codepen.io/ryelle/full/WNGVEjw
