Reduce opacity on nav menu postboxes if we are not on an existing nav menu, and for JS users, deactivate all links and form elements, to make it obvious that those UI elements are not usable at this stage. fixes #13615

nacin a743de0788 First pass on 'Theme Locations' for navigation menus. Themes need to specify a location when calling wp_nav_menu and register locations in functions.php. Users then map menus to locations in the nav menu admin. Subject to review. see #13378.

nacin 4d7c88f4a4 Introduce is_rtl(). Use it in core. It only becomes defined when locale is loaded, so it's impossible to use it too early. Deprecate the get_bloginfo('text_direction') call. fixes #13206.
