Scott Taylor 9383bf8f74 General: use `get_bloginfo( 'version' )` instead of `global $wp_version` in several locations - excluding those locations which reload `version.php` mid-flight.

Drew Jaynes 22adda2aa0 Hooks: Standardize naming of dynamic hooks to use interpolation vs concatenation. 
Benefits gained in discoverability and self-documentation throughout core trump the negligible performance hit in using interpolation in hook names.

Dominik Schilling 0d2106e2eb Upgrader: Rename `class-wp-automatic-upgrader.php` to `class-wp-automatic-updater.php`. 
The class is named `WP_Automatic_Updater` not `WP_Automatic_Upgrader` like all the other upgrader classes. 

Introduced in [37409].
