ryan 40e61f93e5 Change back to an option so that it is always there and regenerate it after cleaning the cache instead of waiting for the next page load. Don't clean taxonomy wide caches when just updating object counts to avoid cleaning when updating a post.

matt ad1c6ea083 The child should not have to pay for the sins of his father. Caching for children needs to be cleared when parent is edited; if we check for empty and not isset, it never gets better for empty results.
