By shrinkwraping our dependencies, the same versions of everything will be installed no matter what rules the dependency package.json has specified.

User Settings: allow dashes in `get|set_user_setting()` in PHP and `get|setUserSetting()` in JS.

Add unit tests - there were none. Mock `set_user_setting()` since it won't run due to `headers_sent()` being `true`.

Fix the `wp-settings-*` cookies used in getUserSetting()/setUserSetting(). They should be set without `COOKIE_DOMAIN` to work properly for sub-domains. Fixes #29095 .

- Adds a complete hash notation for the `WP_Date_Query` arguments array.

New develop.svn.wordpress.org repository based on the old core.svn repository.

* All WordPress files move to a src/ directory.
* New task runner (Grunt), configured to copy a built WordPress to build/.
* svn:ignore and .gitignore for Gruntfile.js, wp-config.php, and node.js.
* Remove Akismet external from develop.svn. Still exists in core.svn.
* Drop minified files from src/. The build process will now generate these.

Move utils.js (cookie and user setting functions) to wp-includes to enable front-end use.

Make it a dependency of media-views (and therefore media-editor). Move its userSettings JS object from admin-header to being paired with the script in script loader.
