ryan 6cd2a49a40 Fix back compat for hidden columns and layout screen options. Change meta baox order to be per user, rather than per blog. This breaks back compat for box order but the previous behavior was wrong. see #13032

josephscott e26aed0ac4 New 'list_users' cap to provide more controls over listing users vs. editing 
users.

Apply this new cap to the 'Authors & Users' menu item and 'Users' page in
wp-admin.

Bump db version to 14139 to pick up the new cap.

dd32 d5ee7bca10 Replace use of tmpfile() with a safe get_temp_dir(). tmpfile() may use a temporary directly which is not writable. Add static caching to get_temp_dir() & better protect against bad server configs. Fixes #12866
