Sergey Biryukov 803426a023 Coding Standards: Use strict comparison in bundled themes' PHP files. 
This addresses all the remaining WPCS warnings in bundled themes.

Includes using the correct type when checking the number of comments, as `get_comments_number()` returns a numeric string, not an integer.

Follow-up to [41285], [44562], [47941].

Sergey Biryukov 30d9432760 Code Modernization: Use explicit visibility for class property declarations. 
Using `var` or only `static` to declare a class property is PHP 4 code.

This updates the codebase to use explicit visibility modifiers introduced in PHP 5.

This reduces the number of `WordPress.PHP.StrictComparisons.LooseComparison` issues in half, from 1897 to 890.

Sergey Biryukov 6677070a13 Bundled Themes: Correct `@since` tags to refer to the theme version instead of WordPress version. 
This makes `@since` notations in Twenty Seventeen, Twenty Nineteen, and Twenty Twenty consistent with the previous bundled themes.

Sergey Biryukov 8e29221da4 Bundled Themes: Update the message shown when a comment is awaiting moderation. 
If the commenter doesn't have cookies set, they won't see the comment preview again. Showing an expanded message will help offset any confusion if they revisit the site later, and their comment is still in moderation, but they can't see it anymore.

Sergey Biryukov 72b11e3322 Twenty Nineteen: Remove duplicate `height` and `width` attributes from SVG icons. 
The attributes are added via `TwentyNineteen_SVG_Icons::get_svg()`, there's no need to have them separately in SVG sources.
