Sergey Biryukov c03305852e Code Modernization: Add `AllowDynamicProperties` attribute to all (parent) classes.
Dynamic (non-explicitly declared) properties are deprecated as of PHP 8.2 and are expected to become a fatal error in PHP 9.0.

There are a number of ways to mitigate this:
* If it is an accidental typo for a declared property: fix the typo.
* For known properties: declare them on the class.
* For unknown properties: add the magic `__get()`, `__set()`, et al. methods to the class or let the class extend `stdClass` which has highly optimized versions of these magic methods built in.
* For unknown ''use'' of dynamic properties, the `#[AllowDynamicProperties]` attribute can be added to the class. The attribute will automatically be inherited by child classes.

Trac ticket #56034 is open to investigate and handle the third and fourth type of situations, however it has become clear this will need more time and will not be ready in time for WP 6.1.

To reduce “noise” in the meantime, both in the error logs of WP users moving onto PHP 8.2, in the test run logs of WP itself, in test runs of plugins and themes, as well as to prevent duplicate tickets from being opened for the same issue, this commit adds the `#[AllowDynamicProperties]` attribute to all “parent” classes in WP.

The logic used for this commit is as follows:
* If a class already has the attribute: no action needed.
* If a class does not `extend`: add the attribute.
* If a class does `extend`:
 - If it extends `stdClass`: no action needed (as `stdClass` supports dynamic properties).
 - If it extends a PHP native class: add the attribute.
 - If it extends a class from one of WP's external dependencies: add the attribute.
* In all other cases: no action — the attribute should not be needed as child classes inherit from the parent.

Whether or not a class contains magic methods has not been taken into account, as a review of the currently existing magic methods has shown that those are generally not sturdy enough and often even set dynamic properties (which they should not). This commit only affects classes in the `src` directory of WordPress core.
* Tests should not get this attribute, but should be fixed to not use dynamic properties instead. Patches for this are already being committed under ticket #56033.
* While a number bundled themes (2014, 2019, 2020, 2021) contain classes, they are not a part of this commit and may be updated separately.

TimothyBlynJacobs ee710f2c16 App Passwords: Improve validation and sanitization of the application name.
Application names are now required to be unique and cannot contain solely whitespace characters. Additionally, invalid characters are now stripped from the application name using `sanitize_text_field()`.

TimothyBlynJacobs efdba220e6 App Passwords: Store the "in use" option in the main network options.
Whether App Passwords are being used is a global featurel, not a per-network feature. This fixes issues on Multi Network installs if App Passwords are used on a different network from where they were created.

TimothyBlynJacobs aac98aae97 App Passwords: Prevent conflicts when Basic Auth is already used by the site.
Application Passwords uses Basic Authentication to transfer authentication details. If the site is already using Basic Auth, for instance to implement a private staging environment, then the REST API will treat this as an authentication attempt and would end up generating an error for any REST API request.

Now, Application Password authentication will only be attempted if Application Passwords is in use by a site. This is flagged by setting an option whenever an Application Password is created. An upgrade routine is added to set this option if any App Passwords already exist.

Lastly, creating an Application Password will be prevented if the site appears to already be using Basic Authentication.

TimothyBlynJacobs 4dd08e20b8 App Passwords: Return true when rate limiting a password's last used time.
Previously we returned a `WP_Error` instance saying that the password was not found which is inaccurate.

TimothyBlynJacobs ce34d0ab00 App Passwords: Support an app_id to uniquely identify instances of an app.
Apps may now optionally include an `app_id` parameter when directing the user to the Authorize Application screen. This allows for instances of an application to be identified and potentially revoked or blocked.

TimothyBlynJacobs d5ebe12f11 REST API: Introduce Application Passwords for API authentication.
In WordPress 4.4 the REST API was first introduced. A few releases later in WordPress 4.7, the Content API endpoints were added, paving the way for Gutenberg and countless in-site experiences. In the intervening years, numerous plugins have built on top of the REST API. Many developers shared a common frustration, the lack of external authentication to the REST API.

This commit introduces Application Passwords to allow users to connect to external applications to their WordPress website. Users can generate individual passwords for each application, allowing for easy revocation and activity monitoring. An authorization flow is introduced to make the connection flow simple for users and application developers.

Application Passwords uses Basic Authentication, and by default is only available over an SSL connection.
