The font size was different in the last comments block depending on if it was in the editor or front. This resolves that by checking block for special font size before applying default and using inherit for nested elements.

The measurement in px for zero values is not needed. It does this for Twenty Twenty-One, Twenty Ten, Twenty Eleven and Twenty Nineteen. This also adds short-hand-property-no-redudant-values to Twenty Twenty-One's stylelint rules. Included is removing box-shadow prefixed rules before the standard property in Twenty Ten. Finally, it also removes empty spaces at the ends of lines in Twenty Thirteen, Twenty Nineteen and Twenty Twenty.

Pullquotes were not inheriting the correct styling from the block
editor. This commit resolves the issue by supporting typography options.
1. The `font-family` variable remains on the paragraph (both editor and front) so the citation continues to use the body font even when the site redefines `var(--pullquote--font-family)`.
2. The `font-size`, `font-style`, `font-weight`, `letter-spacing` and `line-height` are set on the Pullquote block to allow overriding with the sidebar settings. Then the block's paragraph element inherits those styles.
3. When the settings do not give a custom `line-height` from the sidebar, these stylesheets set the paragraph to `var(--pullquote--line-height)` instead of inheriting 1.6 from the block styles. This patch uses `:where()` to avoid increasing specificity.
Moving styles from the paragraph element to the block should not affect the citation, which has had its own styles for `font-size`, `font-style`, `font-weight` and `letter-spacing`.

In preparation for updating Core to use Node.js version 18.x, this updates the dependancies for the Twenty Twenty-One theme to the latest versions. This addresses an unsupported engine warning where packages within the dependency tree did not support Node.js > 16.x.
All changes to built files are included in this commit. These changes are a result of the following:
- Identical sets of properties for multiple selectors are now consolidated into one.
- The removal of a duplicate `--branding--description--font-family` definition.
- The addition of the `postcss-discard-empty` dependency, which removes empty CSS rules within IE stylesheets after the previous consolidation is performed.
- `stylelint` has only been updated to 14.x (15.x is the latest). This is because `@wordpres/stylelint-config` currently has a version constraint of `^14.2` and does not properly support 15.x.
The last change of note is the new configuration for the `value-keyword-case` rule in `.stylelint-css.json`. This was added as a way to prevent the `currentColor` from being changed to all lowercase.

Reverts [56451] to avoid the following issues:
* missing the default `font-size` for anyone who does not use the size control.
* unintentional reduction in citation's `line-height` down to the `--pullquote--line-height` value (1.3 instead of 1.6).
With 6.4 RC1 happening shortly, this revert is necessary to avoid shipping this issues in the release, while giving the time needed to resolve in the next cycle.

The theme includes styles for the spacer block for the front which appears to be unnecessary:
* It adds `display: block` even though that is the default.
* It removes top and bottom margin, even though this is not needed in the post content because of collapsing margins between blocks.
* It uses a custom CSS property to force a specific height on mobile. This affects the patterns in the theme negatively.
It also causes styling problems:
* When the spacer block has a height set to `0` in the navigation block, as the theme forces this to be larger on smaller screens.
* When the block is horizontal. Horizontal was not an option when this style was added.
Consequences of removal:
* Removing the use of the custom CSS property will cause a style change for websites that have adjusted the spacing property.

Modifications to the built files are included in this commit, which are a result of updating the `sass` dependency to the latest version.

Adjust the background color palette rules so they don't show up on inner containers when they're not supposed to:
- When an inner container block is present, it only applies them to direct children of the block with the background color assigned.
- Since the background color should only be applied to the Cover block's overlay, not to the inner container, it opts that specific block out of this rule.

The admin bar height custom property is used in `calc` functions, which require consistent unit use, even when the value is zero. A unitless value returns an invalid value for the "height" property, where this variable is used.
