nbachiyski 4870176ad0 Add filters for install/upgrade queries, so that unit tests installer can force creating InnoDB tables, so that we can use transactions to revert the database to its initial state after each test. See #17749

nacin 9d2edcd9ac [18294] was a bit too quick to eliminate backslashed apostrophes in translated strings. $s as a placeholder becomes a variable. Switch to %s and %s, as the href will always come before the text, so no need for numbered placeholders. fixes #17781.
