The post editor uses the permalink_template property from the posts REST API to render the post slug input or not. For auto-drafts or newly created posts, this property was not set properly. This PR solves by fixing the get_sample_permalink function used to compute this property.

There are several exist places in Core that attempt to detect if a blog charset
is UTF-8. Each place attempts to perform the same check, except the logic is
spread throughout and there's no single method provided to make this
determination in a consistent way. The `_canonical_charset()` method exists,
but is marked private for use.
In this patch the new `unicode` module provides `is_utf8_charset()` as a method
taking an optional charset slug and indicating if it represents UTF-8,
examining all of the allowable variants of that slug. Associated code is
updated to use this new function, including `_canonical_charset()`. If no slug
is provided, it will look up the current `get_option( 'blog_charset' )`.
Finally, the test functions governing `_canonical_charset()` have been
rewritten as a single test with a data provider instead of as separate test
functions.

This builds on the temporary backup system introduced in 6.3 to allow automatic updates to benefit from fatal error protection. A loopback request is performed to the home page of the site and the plugin is rolled back to its backed up version if a fatal error is observed.
For debugging and observability during beta, this change includes several calls to `error_log()` during the upgrade and rollback stages. These calls can be removed or placed behind a flag once we're ready for RC1.

This allows a Multisite network to use an address that includes a port name, such as `example.com:1234`, and adds support for this to the local development environment too. You can now run a Multisite installation on the local development environment, for example at `localhost:8889`.
This also fixes some bugs with running a single site installation on a port, and updates the testing infrastructure so that the whole test suite runs both with and without a port number.

Plugin activation on the Plugins > Add New screen is performed using AJAX, no longer performing redirects. This means that users will not see a newly activated plugin's menu items, admin notices, or other UI elements until the user refreshes or navigates to another screen. Without adequate messaging and direction, users may be unsure of what to do next.
This shows an admin notice when a plugin is activated from its plugin card or modal, informing the user that the plugin was activated, and that some changes may not occur until they refresh the page.

Improve support for using only PHP translation files.
This builds on top of the PHP translation file support added in WordPress 6.5, improving the behavior for projects using solely `.l10n.php` translation files and no `.mo.` and `.po` files.
Updates `wp_get_installed_translations()`, which is used when updating language packs and when uninstalling plugins/themes (to remove the translations again), to look for PHP translation files and read metadata from them. Additionally, the file lookup is now cached thanks to using `WP_Textdomain_Registry`.
Updates `Language_Pack_Upgrader::check_package()` to allow language packs that only contain PHP translation files. While WordPress.org continues to serve `.mo` and `.po` files, third-party services might want to only use the PHP file format.

Include the asset version of JavaScript and CSS files when generating the ETag for concatenated assets in `load-scripts.php` and `load-styles.php`. This ensures the ETag is updated as script versions change (for example editor package updates) rather than only when the WordPress version changes.
The `W\` prefix is added to the generated ETag to allow for CDNs and proxy servers modifying the script to add or improve the compression algorithm.

Add parity between site icon, custom header, and default image crop behaviors. [53027] fixed a bug where alt text and caption were not copied on custom headers, but did not apply that change in any other context.

This fixes a bug introduced by [57129] and [56635] in which deprecating the previous `TEMPLATEPATH` and `STYLESHEETPATH` constants in favor of `get_template_directory()` and `get_stylesheet_directory()` functions caused the active theme template path to change when using `switch_to_blog()`.
This introduces a new function, `wp_set_template_globals()`, which is called during the bootstrap process to store the template paths to new globals values `$wp_template_path` and `$wp_stylesheet_path`. This restores behavior to how things worked prior to [56635] but retains the ability for template values to be reset for better testability.

This bugfix resolves an issue in `export_wp()` with featured images.
When using Tools > Export and selecting either Posts or Pages (with or without a specific author), the resulting XML file now includes a XML item for each post|page's featured image attachment and its metadata.
Uses same chunking (for performance) and code patterns from existing code in the same file.
Adds a new test class for `export_wp()` with code coverage specific to this bugfix.

Previously, the notice for listing dependencies in a plugin card was styled with the CSS `order` properties. This created a mismatch between the visual order and DOM order of elements in the plugin card.
For accessibility, visual order and DOM order must always match when they affect meaning and functionality.
This removes the CSS `order` properties and outputs the dependencies notice later, making the visual and DOM order match. Some unused/empty CSS is also removed.

Automatic deactivation of dependents with unmet dependencies requires a write operation to the database. This was performed during Core's bootstrap, which risked the database and cache becoming out-of-sync on sites with heavy traffic.
No longer loading plugins that have unmet requirements has not had a final approach decided core-wide, and is still in discussion in #60491 to be handled in a future release.
The `plugin_data` option, used to persistently store plugin data for detecting unmet dependencies during Core's bootstrap, is no longer needed.

The intended behaviour of Plugin Dependencies is that dependencies cannot be deleted until their dependents are deleted.
While the 'Delete' link was removed from the plugin row, the bulk actions checkbox remained enabled, allowing for deletion of dependencies through bulk actions.
This was unintended behaviour and the bulk actions checkbox is now disabled as intended.

Previously, the `setCardButtonStatus()` JS function was called when a card had the ID 'plugin-information-footer'. However, the card will only exist on plugin install pages. This caused a failure when updating plugins from the plugin row on `plugins.php` due to an undefined `$card` variable.
This adds a guard to ensure that the current page is one of the plugin install pages, preventing the error and allowing plugin updates from the `plugins.php` rows to work as expected.

This restores the site icon setting to its original home on the settings page where it lives with the title and tagline.
The base for this code was originally added in [32994] and then removed in [33329]. The majority of the modification to that version are to remove the no-js pieces and make the workflow completely inline rather than putting the cropping on a separate page.
Additionally, since image crops rely on the ability to upload an image, this setting is gated by the `upload_files` capability.

On upgrade, the `$_old_files` array is used to cleanup any files that exist in a previous version of core but are no longer present in the current version. Sometimes, an entire directory should be removed. In the past, when a parent directory was included in the array, subfiles were also included for good measure.
However, the code that removes the old files uses `$wp_filesystem->delete()` with the `$recursive` parameter set to `true`. With this setup, individual subfiles are not required to be individually listed when their parent directory is already included in the `$_old_files` array.
This commit removes all individual subfiles from the `$_old_files` array when their parent directory is already included.

[57545] introduced the Plugin Dependencies feature, which contains a new `plugin_data` option.
Previously, the `plugin_data` option was being updated during bootstrap and in `get_plugins()`, causing an error when using the install script as the options database table does not yet exist, and also risked an "out of sync" issue between the database and the cache on websites with heavy traffic.
This removes the calls to `update_option()` during Core's bootstrap, and guards the call in `get_plugins()` to ensure that it doesn't run when WordPress is installing.

Pre-fill category fields in the Quick/Bulk Edit form with their current status.
When bulk editing, if only some of the selected items are in a given category, the category's checkbox will display a line to indicate an indeterminate status.
Originally committed in [56172], but reverted due to a bug that removed all categories. Updated commit fixes the bug, adds unit tests, and improves the accessibility of the indeterminate state checkboxes.

Introduces a new "Requires Plugins" plugin header so that plugin developers can list the slugs of the plugins theirs depends on.
This will inform users of the requirements, and provide links to the WordPress.org Plugins Repository that they can click to install and activate the dependencies first.
Plugins whose requirements are not met cannot be installed or activated, and they will be deactivated automatically if their requirements become unmet.
Plugins that others rely on cannot be deactivated or deleted until their dependent plugins are deactivated or deleted.

`ZipArchive` can fail to validate ZIP files correctly and report valid files as invalid. This introduces a fallback to `PclZip` to check validity of files if `ZipArchive` fails them.

The native cursor style for labels and form controls is `default`, which is the platform-dependent default cursor. Typically an arrow. Historically, WordPress always used the `pointer` style for all form controls and labels. While this isn't standard, there is some value in using the `pointer` style for form controls. However, labels should use the default style especially when the associated controls are disabled.
Additionally, makes sure the disabled styling works for form controls with an `aria-disabled="true"` attribute.

This introduces a more lightweight library for loading `.mo` translation files which offers increased speed and lower memory usage.
It also supports loading multiple locales at the same time, which makes locale switching faster too.
For plugins interacting with the `$l10n` global variable in core, a shim is added to retain backward compatibility with the existing `pomo` library.
In addition to that, this library supports translations contained in PHP files, avoiding a binary file format and leveraging OPCache if available.
If an `.mo` translation file has a corresponding `.l10n.php` file, the latter will be loaded instead.
This behavior can be adjusted using the new `translation_file_format` and `load_translation_file` filters.
PHP translation files will be typically created by downloading language packs, but can also be generated by plugins.

The exif standards expect the UserComment field to be used as a substitute for ImageDescription if multibyte characters are needed. WordPress media only mapped the ImageDescription field and did not correctly handle descriptions with multibyte characters.

This commit updates the `submit_button()` function to standardize the default values of `$text` and `$other_attributes` parameters. It is perfectly possible to write a commented regex with layout for readability by using the `x` modifier.
As per the manual:

Prevent the saving of invalid timezone string in to the database on the options pages. If an invalid timezone is submitted it is ignored and the setting remains unchanged.
This prevents a warning or fatal (depending on the PHP version) from being thrown by an invalid timezone setting on the Settings > General page.

When an admin sends a password reset link to a user (from the Users UI screen), the "finished" UI message:
>Password reset link sent.
is displayed on "finished" and no longer displayed on error.
**What is the change?**
Previously, the conditional (for incrementing the reset counter) checked for a truthy return from `retrieve_password()`. But `retrieve_password()` always returns a truthy state: `true` (meaning "finished") or an instance of `WP_Error`. Thus, checking for a truthy meant the "finished" message was sent on both "finished" and error/failed.
This fix checks for `retrieve_password()` returning `true` to indicate "finished".
**What is displayed on error?**
If `retrieve_password()` returns an instance of `WP_Error`, the following UI message is shown:
>Password reset links sent to 0 users.
The UI messages were not modified by this changeset.

The filter was initially introduced for file replication purposes. Since the returned value is not always used directly, some instances were later converted to an action as part of removing unused variables, and the hook was documented as an action while still being called as a filter in other instances.
This commit aims to correct the discrepancy between the code and the documentation.

In [56599], a `sprintf()` call was modified which resulted in an insufficient number of arguments.
This caused a Fatal Error when an incompatible plugin notice was displayed.
This fixes the `sprintf()` call.

This commit changes the Gutenberg minimum compatible version number from 14.1 (introduced in [54790]) to 16.5. For versions older than 16.5, the plugin will deactivate when upgrading WordPress to 6.4-beta3 or newer.
Changes are done within Core's `_upgrade_core_deactivate_incompatible_plugins()` which is invoked during WordPress' upgrade process.

The `_register_theme_block_patterns` function imposed a significant resource overhead. This issue primarily stems from themes, such as TT4, that register a substantial number of block patterns. These patterns necessitate numerous file operations, including file lookups, file reading into memory, and related processes. To provide an overview, the _register_theme_block_patterns function performed the following file operations:
- is_dir
- is_readable
- file_exists
- glob
- file_get_contents (utilized via get_file_data)
To address these issues, caching using a transient has been added to a new function call `_wp_get_block_patterns`. If theme development mode is disabled and theme exists, the block patterns are saved in a transient cache. This cache is used all requests after that, saving file lookups and reading files into memory. Cache invalidation is done, when themes are switched, deleted or updated. Meaning that block patterns are not stored in the cache incorrectly.

In cases where `WP_Comment_Query` or `get_comments` is employed with the 'count' parameter set to true, specify 'order by' as 'none'. Since these queries serve solely to determine the count of comments matching specific query parameters, the 'order by' clause becomes redundant and places unnecessary strain on the database server, resulting in slower query execution. Given that count queries are executed on every admin request to retrieve comment counts, this change enhances the performance of the wp-admin interface.

Enable the storing of post meta in revisions including autosaves and previews:
Add a new argument `revisions_enabled` to the `register_meta` function which enables storing meta in revisions.
Add a new `wp_post_revision_meta_keys` filter which developers can use to control which meta is revisioned - it passes an array of the meta keys with revisions enabled as well as the post type.
Meta keys with revisions enabled are also stored for autosaves, and are restored when a revision or autosave is restored. In addition, meta values are now stored with the autosave revision used for previews. Changes to meta can now be previewed correctly without overwriting the published meta (see #20299) or passing data as a query variable, as the editor currently does to preview changes to the featured image.
Changes to meta with revisions enabled are considered when determining if a new revision should be created. A new revision is created if the meta value has changed since the last revision.
Revisions are now saved on the `wp_after_insert_post` hook instead of `post_updated`. The `wp_after_insert_post` action is fired after post meta has been saved by the REST API which enables attaching meta to the revision. To ensure backwards compatibility with existing action uses, `wp_save_post_revision_on_insert` function exits early if plugins have removed the previous `do_action( 'post_updated', 'wp_save_post_revision' )` call.

* Adding one new exclusion.
* Downgrades one new error to a warning.[[BR]] The `Generic.Files.OneObjectStructurePerFile` sniff enforces that there is only one OO structure declaration per file. At this time, this sniff would yield 29 errors. By downgrading the sniff to a ''warning'', the build can pass and the issues can be fixed in due time. For now, the test directory will be excluded until the issues are fixed (as the test directory CS run does not allow for warnings).

This introduces the following new filters which wrap the process of unzipping an archive:
- `pre_unzip_file` - Filters archive unzipping to allow an override with a custom process.
- `unzip_file` - Filters the result of unzipping an archive.
Both filters pass the following:
- `string $file` - Full path and filename of ZIP archive.
- `string $to` - Full path on the filesystem to extract archive to.
- `string[] $needed_dirs` - A full list of required folders that need to be created.
- `float|false $required_space` - The space required to unzip the file and copy its contents, with a 10% buffer.

In this commit, enhancements have been made by replacing manually constructed style tags with calls to `wp_add_inline_style`. Previously, numerous style tags were generated and output directly in the header, resulting in redundant code and bypassing the core's style enqueueing system. This approach made it challenging for third-party developers to manage and control the output of these style tags.
To ensure backward compatibility, the following functions have been deprecated and replaced:
- print_embed_styles
- print_emoji_styles
- wp_admin_bar_header
- _admin_bar_bump_cb
Backward compatibility shims have also been added, ensuring that if these functions were previously unhooked from there actions, they will continue to not output a style tag.
However, for the following functions, conversion to use inline styles was not feasible due to the potential disruption it might cause by changing the style tag IDs, potentially breaking JavaScript functionality for a number of plugins in the repository:
- custom-background
- wp-custom
These changes improve code maintainability and enhance the flexibility and control available to developers when managing style outputs within WordPress core.

Fix an issue where a cron job ran every 12 hours to check for https support - even when https support was already enabled. The check is now run only when the user visits the Site Health page. Reducing the unneeded requests lowers the impact and load of hosting WordPress sites.
The `wp_update_https_detection_errors` function is deprecated and the `https_detection_errors` option that was previously set by the cron job is no longer maintained. The `pre_wp_update_https_detection_errors` filter is deprecated and replaced by the `pre_wp_get_https_detection_errors` filter which serves the same function.

WordPress creates attachment pages by default for every attachment uploaded. On the vast majority of sites, these attachment pages don't contain any meaningful information. They do however exist, get indexed by search engines, and sometimes even rank in search results, leading to bad results for users and site owners.
This commit introduces a `wp_attachment_pages_enabled` database option to control the attachment pages behavior:
* On existing sites, the option is set to `1` on upgrade, so that attachment pages continue to work as is.
* For new sites, the option is set to to `0` by default, which means attachment pages are redirected to the attachment URL.
* Sites that want to enable or disable the attachment pages can set the option to `1` or `0`, respectively.

While generally the functions `get_template_directory()` and `get_stylesheet_directory()` were long recommended to use to get the parent or child theme directory, the `TEMPLATEPATH` and `STYLESHEETPATH` constants were still used in a few places in core, most importantly in template related logic.
The remaining usage was problematic as it prevented testability of certain key components of WordPress core.
This changeset replaces all remaining usage with the corresponding functions and effectively marks these constants as deprecated. It also adds test coverage accordingly and even unlocks some existing, previously commented out test coverage to work as expected.
Performance of the new approach has been benchmarked and shows no notable differences. Yet, given that the current theme directories are not expected to change within a regular WordPress page load, the `get_template_directory()` and `get_stylesheet_directory()` functions were amended with in-memory caching of the result, unless one of the defining values is being filtered.

It is best to always escape the complete value of an attribute, not a partial value, as otherwise the escaping could be (partially) undone when the values are joined together.
While the hardcoded hyphen in this case don't necessarily create that risk, it may change to a value which could be problematic, so making it a habit to escape the value in one go is best practice.
Escaping the complete value also means that a single `esc_attr()` call can be used instead of two.

In a handful of admin notices, a `tabindex` attribute is set so that JS can move focus to the notice `div`. Rather than adding `tabindex` to globally accepted attributes for `wp_kses_post()`, move the assignment of `tabindex` into the JS handlers that display those notices. The attribute is only relevant if JS is running, so there is no reason to add it in the original HTML notice.

When various methods parameters in child classes were renamed to `$item` to match the parent class for PHP 8 named parameter support, most of the methods restored the more descriptive, specific name at the beginning for better readability, with several exceptions for methods consisting only of a few lines.
To avoid confusion about why some methods do that and some don't, this commit aims to bring more consistency to the code, specifically in list tables' `::column_default()` methods.

In `WP_Upgrader::delete_temp_backup()`, a malformed `sprintf()` call did not pass the value, triggering a Warning in PHP 7 and a Fatal Error in PHP 8.
This fixes the malformed `sprintf()` call by correctly passing the value.

Replaces `trigger_error()` with `wp_trigger_error()` in each of the `WP_List_Table` magic methods.
[56349] added the dynamic properties deprecation messages to the `__get()`, `__set()`, `__isset()`, `__unset()` magic methods. Since that commit, `wp_trigger_error()` was introduced (see [56530]) as a wrapper for `trigger_error()`.

Previously, bulk upgrades did not verify that a plugin package was compatible with the site's WordPress version or the server's PHP version. This could lead to incompatible updates being installed, causing various compatibility issues and errors.
This change implements the following checks:
- If available, the API response's `requires` and `requires_php` values are checked for compatibility. This saves time, diskspace, memory and file operations by failing the upgrade before the package is downloaded and unpacked.
- If the API check passes, the downloaded and unpacked package is verified using `Plugin_Upgrader::check_package()` to ensure a plugin file is present, and the plugin's "RequiresWP" and "RequiresPHP" headers are compatible, if present. This ensures that a mismatch between the API response and the plugin file's headers does not cause an incompatible plugin to be installed.
