Sergey Biryukov d3d78e755b Coding Standards: Add a space before `/` character in some self-closing HTML tags.

Sergey Biryukov 5a60d4b3b0 Customize: Do not allow changesets to be deleted when someone is editing them.
This makes the behavior consistent with that of locked posts, which can't be deleted via the list tables when another user is editing them.

Sergey Biryukov b16368c268 Docs: Remove `@staticvar` tags from core.
The tag was supported in phpDocumentor 1.x, but is no longer supported in 2.x and 3.x.

Usage of static variables is considered an internal implementation detail and has no information value for someone reading the docs.

Sergey Biryukov 47ed56f38f Code Modernization: Replace `dirname( __FILE__ )` calls with `__DIR__` magic constant.
This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

This commit also includes:

* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
 * `wp-admin/admin-header.php`
 * `wp-admin/admin-footer.php`
 * `wp-includes/version.php`

Sergey Biryukov 252628652e Script Loader: Introduce HTML5 support for scripts and styles.
When a theme declares HTML5 support for script and styles via `add_theme_support( 'html5', array( 'script', 'style' ) )`, the `type="text/javascript"` and `type="text/css"` attributes are omitted.

These attributes are unnecessary in HTML5 and cause warnings in the W3C Markup Validation Service.

Sergey Biryukov 16b8d91baa I18N: Improve translator comments.
* Add missing translator comments.
* Fix placement of some translator comments. Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.

Includes minor code layout fixes.

Polyglots, rejoice! All WordPress core files now have translator comments for all strings with placeholders!

Felix Arntz 3a77265148 Bootstrap/Load: Introduce a recovery mode for fixing fatal errors.
Using the new fatal handler introduced in [44962], an email is sent to the admin when a fatal error occurs. This email includes a secret link to enter recovery mode. When clicked, the link will be validated and on success a cookie will be placed on the client, enabling recovery mode for that user. This functionality is executed early before plugins and themes are loaded, in order to be unaffected by potential fatal errors these might be causing.

When in recovery mode, broken plugins and themes will be paused for that client, so that they are able to access the admin backend despite of these errors. They are notified about the broken extensions and the errors caused, and can then decide whether they would like to temporarily deactivate the extension or fix the problem and resume the extension.

A link in the admin bar allows the client to exit recovery mode.

Andrea Fercia e901bc4c2b Accessibility: Improve the Comments and Privacy count text.
- standardizes the Comment count string to `%s Comment in moderation', '%s Comments in moderation` so it can be bulk-updated
- adds the string as visually hidden text in the admin menu 
- introduces an `updateInModerationText` JS simple function, responsible to correctly update all the related text using the data from the AJAX response
- adds a visually hidden text "1 Privacy Policy update" to the Privacy menu items count
- adds/improves translators comments

Changes that apply to all the count bubbles (Updates, plugins, etc.)
- makes the bubbles and their text slightly bigger
- improves the active menu item bubble contrast by changing the background color to red (option 2 in the screenshot attached in a previous comment)

Gary Pendergast 56c162fbc9 Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

Drew Jaynes 6e665d1f15 Docs: Link to the "Conditional Tags" article in the Theme Developer Handbook from the descriptions for a variety of core conditional tag functions.

Jeremy Felt 1560fbcbc5 Multisite: Use `get_network()` and `get_current_network_id()` for current network data.
`get_network()` falls back to the current network when called without any arguments. Between this and `get_current_network_id()`, we can replace almost all instances of the global `$current_site` and all instances of `get_current_site()`.

This effectively deprecates `get_current_site()`, something that we'll do in a future ticket.

Pascal Birchler ba22977b29 Toolbar: Be more strict about adding a 'View Posts' link to the toolbar.
After [38634], this adjusts the behaviour to remove redundancy by not displaying the link if the latest posts are shown on the front page. In that scenario, the 'Visit Site' link already points to the latest posts.

John Blackbourn b84023ea33 Taxonomy: Introduce more fine grained capabilities for managing taxonomy terms.
This introduces the singular `edit_term`, `delete_term`, and `assign_term` meta capabilities for terms, and switches the base capability name for tags from `manage_categories` to `manage_post_tags` and the corresponding `edit_post_tags`, `delete_post_tags`, and `assign_post_tags`.

All of these capabilities ultimately map to `manage_categories` so by default there is no change in the behaviour of the capabilities for categories, tags, or custom taxonomies. The `map_meta_cap` filter and the `capabilities` argument when registering a taxonomy now allow for control over editing, deleting, and assigning individual terms, as well as a separation of capabilities for tags from those of categories.

Jeremy Felt 01e0a645cc Admin Bar: Remove unused ID `ab-awaiting-mod` from comment count.
This selector has been unused since [19516]. The (now) more appropriate `.awaiting-mod` is used instead.

Pascal Birchler 8fe586ad57 Toolbar: Add a 'View Posts' link to the toolbar when on the post listing screen.
This adds a new link to visit the post type archive if the post type supports it. Also introduces a new `view_items` label to `get_post_type_labels()`.

Scott Taylor 390ceba6c7 Bootstrap: after r38409 and r38410, revert r38402 which reverted r38399.
This fixes the paths in `wp-vendor/` that were including `src`. I want to drop this in so we can find out what else will break.

Dion Hulse 0e31a46161 Bootstrap: Revert [38399] as it's broken `/build/` and subsequently core.svn.wordpress.org.
The generated classmaps reference `/src/` files and operates in the assumption that the base directory is one level above `wp-settings.php`, which it isn't after our build processes are run.

Scott Taylor 6a529648cf Bootstrap: Autoload classes using a Composer-generated PHP 5.2-compatible Autoloader.
* `wp-admin` and `wp-includes` are scanned for classes to autoload
* Several 3rd-party and Ryan McCue-shaped libraries are excluded when the classmap is generated, see `composer.json`: `autoload.exclude-from-classmap`
* `wp-vendor/autoload_52.php` is included at the top of `wp-settings.php` - no changes need to be made to unit tests to include the autoloader
* An avalanche of `require()` and `require_once()` calls that loaded class files have been removed from the codebase.

The following files have been added to `svn:ignore` - they are not 5.2-compatible and fail during pre-commit:
* src/wp-vendor/autoload.php
* src/wp-vendor/composer/autoload_real.php
* src/wp-vendor/composer/autoload_static.php
* src/wp-vendor/composer/ClassLoader.php

We favor these files instead:
* src/wp-vendor/autoload_52.php
* src/wp-vendor/composer/autoload_real_52.php
* src/wp-vendor/composer/ClassLoader52.php

When new PHP classes are added to the codebase, simply run `composer install` or `composer update` from the project root to update the autoloader.

The future is now.

Drew Jaynes da78aeffe9 Docs: Apply inline `@see` tags to hooks referenced in DocBlocks in a variety of wp-includes/* files.
Applying these specially-crafted `@see` tags allows the Code Reference parser to recognize and link these elements as actions and filters.
