Sergey Biryukov 7a04eb9b86 Bundled Themes: Add missing `initial-scale` value in viewport meta tag.
The viewport meta should include `initial-scale=1.0` to ensure that high DPI/mobile display works as expected.

Includes standardizing on `1.0` vs. `1` for consistency.

audrasjb 7df806c930 Twenty Fifteen: Remove IE specific resources.
This changeset switches the `wp_enqueue_*` functions to `wp_register_*` for IE-related resources, which maintains handles, source references, etc., keeps all 
IE-specific files within the theme package to avoid errors, and requires site admins to opt in to loading them in the theme.

It also replaces the content of `html5.js` shiv with a comment (to avoid 404s), removes IE-specific code in general stylesheets, and removes IE specific code 
from Customizer, header.php and custom-header.php.

With IE11 no longer supported, the primary problem with assistive technology support for native HTML5 elements no longer applies.

This commit removes the `role` attribute from the following HTML5 elements with default landmark roles, per formerly required role attributes and W3C.

Follow-up to [17669], [21261], [23452], [24832], [29892], [38833], [40851], [43842], [46271], [49216].

Gary Pendergast 56c162fbc9 Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

Fixes #44600.

Aaron Jorbin 1972aa2a2a Add grunt prerelease task
An unintended consequence of improving the precommit task is that when it's time to run a release, more tasks need to get run to verify things. This adds a prerelease task to help fix that situation. grunt prerelease should include tasks that verify the code base is ready to be released to the wild and find all the tears on the mausoleum floor and help Blood stain the Colosseum doors.
