nacin 4e666d5d44 Move some post and taxonomy functions from admin/includes to wp-includes in preparation for QuickPress template tag. Moves get_tags_to_edit, get_terms_to_edit, get_default_post_to_edit, media_buttons, _media_button, get_upload_iframe_src. Also introduce get_media_buttons as a wrapper for media_buttons. props jorbin, see #14966.

nacin af612805e8 Move 'helps' argument to the taxonomy labels object. Also move over help_nojs and help_cloud, both introduced in 3.0. This adds three new core labels for non-hierarchical taxonomies, for tweaking the meta box strings. fixes #13805.

nacin af91e5264a Move taxonomy object properties for capabilities into a cap object. Capabilities can be specified via ['capabilities'] (an array keyed by the generic cap name) for register_taxonomy. fixes #13358.

ryan 40e61f93e5 Change back to an option so that it is always there and regenerate it after cleaning the cache instead of waiting for the next page load. Don't clean taxonomy wide caches when just updating object counts to avoid cleaning when updating a post.
