desrosj c1d1be9745 Build/Test Tools: Revert `uglify-js` update. 
This partially reverts [58563], which applied an update of the `uglify-js` `devDependency` from `3.17.4` to `3.18.0`.

The `3.18.0` update is causing some JavaScript errors in the `media-views.min.js` file, so needs to be investigated further.

desrosj 99dfd1ca08 Build/Test Tools: Update npm `devDependencies` 6.6. 
This updates the npm `devDependencies` for Core to their latest versions, with one exception. The latest version of `sinon` causes some test failures and requires more investigation.

Fixes #61498.

- `terser-webpack-plugin` from `5.3.1` to `5.3.6`.
- `uglify-js` from `3.16.1` to `3.17.1`.
- `uuid` from `8.3.2` to `9.0.0`.
- `webpack` from `5.72.0` to `5.74.0`.

This also contains changes after running `npm audit fix`.

Clorith 7ea33988e9 External libraries: Update jQuery UI to 1.13.1 
Some regressions happened alongside the release of jQuery UI 1.13.0, this brings the fixes from 1.13.1 downstream to WordPress, notably relating to Widget, Autocomplete, Sortable, and Tooltip modules.

Andrew Ozz e175db4ae1 External Libraries: Update jQuery UI to 1.13.0-rc2. 
The final release is expected at the beginning of October. Updating to rc2 now gives everybody plenty of time to test and report any issues either with UI 1.13.0 or with the WordPress implementation.

Andrew Ozz 5cee7eced0 Update jQuery step two: 
- Add jquery-migrate.js v.3.3.1 to core and load it in debug mode when `SCRIPT_DEBUG` is true.
- Add jquery.min.js, update jquery.js to 3.5.1 non-minified. This should help when debugging.
- Rebuild jQuery UI 1.12.1 and add it to core.
- Fix/adjust tests to match the above changes.
