Widgets: Switch back to using `array_key_exists()` instead of `isset()` for widget instance existence check.

Reverts unnecessary change in [32602] since `array_key_exists()` does actually work with `ArrayIterator` objects.

Term Splitting: Fix a reversal of parameters to wp_schedule_single_event() introduced in [33621].
...
The existing invalid cron entries will not be purged automatically (as the 'timestamp' is never matched) so we do this ourselves.
Merges [33646] to the 4.3 branch.

Switch to .min for compressed JS and CSS files.
...
* This moves our "development" versions from .dev.js to .js (same for css).
* The compressed version then moves from .js to .min.js (same for css).
By switching to the standard .min convention, it sets expectations for developers,
and works nicely with existing tools such as ack.

Remove user/site suggestions (autocompletion) from search inputs, as the UX isn't proper.

* Removes all instances of site-search, so away it goes. Sidesteps a number of bugs with site-search.
* Renames user-search to user-suggest, which means it better describes the current behavior (autocompletion) while allowing for future behavior (instant search).
* Ties user suggestions to a single .wp-suggest-user class.
