Global styles duotone filters were not rendering in the post editor. This fixes that by adding `wp_global_styles_render_svg_filters` to the `in_admin_header` so it renders in the body before the editor.

Previously, some logic was added to load the global stylesheet in the bottom of `<body>` for classic themes that opted-in into loading individual block styles instead of a single stylesheet for them all. At the time, block themes always loaded the global stylesheet in the `<head>`. When block themes landed in core during WordPress 5.9 this logic wasn’t updated to consider them, hence the global stylesheet loaded in the `<body>` for them. This changeset fixes this.

The NPM package for jQuery Color was updated in [50543], but a bundled version still existed within core.
This removes that bundled version, in favor of expanding the Grunt build steps to include the package from NPM instead.

Prevent the script loader from attempting to create nonces during the installation process for Multisite configurations.
Prior to this fix, multiple "Table does not exist" errors were thrown during installation if `MULTISITE` was defined in the `wp-config.php` file but the salt constants were not defined. Without the salts defined in PHP, WP was attempting to use the database fallbacks prior to table creation.

The default preset styles of WordPress (font sizes, colors, gradients) are now provided via the global stylesheet to avoid duplication of styles. This stylesheet can be found in the front-end with the name global-styles-inline-css.
The default presets are important to support old content that may use them and also patterns, that can use cross-theme styles.

* Prevent loading `wp-embed` script unconditionally on every page in favor of conditionally enqueueing when a post embed is detected. The `wp-embed` script is also explicitly marked as being in the footer group. Sites which currently disable post embed scripts from being enqueued via `remove_action( 'wp_head', 'wp_oembed_add_host_js' )` will continue to do so.
* Send a `ready` message from the host page to each post embed window in case the `iframe` loads before the `wp-embed` script does. When the `ready` message is received by the post embed window, it sends the same `height` message as it sends when it loads.
* Eliminate use of `grunt-include` to inject emoji script and the post embed script. Instead obtain the script contents via `file_get_contents()` (as is done elsewhere in core) and utilize `wp_print_inline_script_tag()`/`wp_get_inline_script_tag()` to construct out the script. This simplifies the logic and allows the running of src without `SCRIPT_DEBUG` enabled.
* For the embed code that users are provided to copy for embedding outside of WP, add the `secret` on the `blockquote` and `iframe`. This ensures the `blockquote` will be hidden when the `iframe` loads. The embed code in question is accessed here via `get_post_embed_html()`.

When styles got inlined, relative URLs break. The problem was that URLs inside CSS files are relative to the stylesheet's path, and when styles get inlined that relation is lost. This patch fixes the issue by finding relative URLs which then get modified to be relative to the site's root.

Global styles are used in a few different contexts (front, editor, customizer, the theme directory). In the last two contexts, it's important that switching themes immediately refreshes the global stylesheet, to avoid situations in which the styles of the previous theme load with the new one. This was brought up at WordPress/gutenberg#34531 (customizer) and at meta.trac.wordpress.org/ticket/5818 (theme directory).
This commit makes sure the stylesheet is regenerated upon switching themes.

This avoids a "Table `wp_options` doesn't exist" database error when trying to create a nonce for password reset button.
When installing and using database-saved salts, `wp_create_nonce()` causes database errors as `wp_salt()` attempts to insert into the not-yet-created options table. Since authentication is not available during installation, we can safely skip creating a nonce.

The `wp-editor` script (`@wordpress/editor` npm package) is exposed as
`window.wp.editor` in WP Admin. This causes problems, though, as many older
scripts expect to see the older `editor` script available at `window.wp.editor`.
The solution is to export all the members of the older `window.wp.editor` module
in the newer module to maintain backwards compatibility.

In [51146], the `core-js` package replaced the deprecated `@babel//polyfill` one. The `core-js` package builds `wp-polyfill` from a configuration provided by `@wordpress/babel-preset-default` instead of copying a one size fits all polyfill.
That change caused an issue where plugins and themes relying on the `regenerator-runtime` script being included in the `wp-polyfill.js` file encountering fatal JavaScript errors.
This adds the `regenerator-runtime` package to Core and registers it as a dependency for `wp-polyfill`. While Core does not require `regenerator-runtime`, it will allow for a smoother transition to using `core-js`.
This dependency will be removed in a future version of WordPress, so developers are encouraged to add `regenerator-runtime` as a dependency for any custom script that requires it.

The `update_user_option()` function is a way to update a user meta value after adding a blog’s prefix to the beginning of the meta key. But when the fourth parameter is `true`, the behavior is exactly the same as calling `update_user_meta()` directly.
This replaces all instances of `update_user_option()` when the fourth parameter is `true` in Core with a direct call to `update_user_meta()` to prevent an unnecessary call to `update_user_option()`.

This change removes the inline JavaScript attached to the `wp-polyfill` script responsible for loading polyfill libraries included specifically for Internet Explorer support.
Support for the final version of IE supported in WordPress Core (IE11) was removed in [50784] and will on longer be supported when the next version of WordPress is released.
These scripts are still registered and available to be enqueued, but WordPress will no longer load them by default.

Adds styles for individual core blocks to make it possible to render only styles for those blocks that are rendered on the page (frontend). This is optinal functionality for start that can be controlled with the new `separate_core_block_assets` filter.
In addition to that, styles can be inlined when `path` is passed when registering an individual styles. This functionality can be changed with the new `styles_inline_size_limit` filter. The maximum size of inlined styles in bytes defaults to 20 000.

The REST API requests in Site Health and App Passwords now include `_locale=user` in the request URL to ensure the user's locale is used instead of the site locale. Additionally, the `apiRequest` library now sends a JSON `Accept` header which is required by `determine_locale()` to respect the `_locale` query parameter.
The Site Health REST API controllers now manually load the default admin textdomain if not `is_admin()`. This allows for the Site Health tests to be translated even though the translations are part of the administration project and the REST API is not.

This provides more flexibility when writing tests and benefits from running in a front-end context which is necessary for some tests like checking that updates are supported. Additionally, this provides a more robust interface for developers who want to integrate with Site Health tests.
Because the `wp/v2` endpoint is reserved for modeling core entities, site health is registered in its own `wp-site-health/v1` namespace.
The existing ajax actions have been maintained for backward compatibility.

In WordPress 4.4 the REST API was first introduced. A few releases later in WordPress 4.7, the Content API endpoints were added, paving the way for Gutenberg and countless in-site experiences. In the intervening years, numerous plugins have built on top of the REST API. Many developers shared a common frustration, the lack of external authentication to the REST API.
This commit introduces Application Passwords to allow users to connect to external applications to their WordPress website. Users can generate individual passwords for each application, allowing for easy revocation and activity monitoring. An authorization flow is introduced to make the connection flow simple for users and application developers.
Application Passwords uses Basic Authentication, and by default is only available over an SSL connection.

The recommended approach for any plugins using these globals or properties is to switch to the newer `wp.i18n` functions.
In the meantime, this ensures that accessing any of these globals does not break the rest of the code on the page, and an appropriate warning message is logged to the JavaScript console.

This is intended as an easy way for plugins and themes to still be able to load jQuery with jQuery Migrate in WordPress 5.5.
Once jQuery is updated to 3.x, this temporary script handle will be removed. This means plugins and themes still using it at that point will fail to load their scripts (as a dependency will be missing), but will not cause "fatal errors" breaking the rest of JS.

So far, it has been possible to rearrange into a new order the post boxes (also known as "widgets" on the Dashboard and "meta boxes" on the Edit post page) only by using a pointing device, for example a mouse.
This change adds new controls and functionality to allow the boxes to be rearranged also with the keyboard. Additionally, audible messages are sent to the admin ARIA live region to notify screen reader users of the reorder action result.

For a number of years, various screens in the WordPress admin provided users with a readonly input field to copy the attachment file URL. Manually copying from a readonly field is an annoying task at best even for mouser users. It's a usability and accessibility issue at the same time.
These fields now have a new "Copy URL" button that is easy to use and accessible to everyone.

With this commit, all occurrences of “whitelist” and “blacklist” (with the single exception of the `$new_whitelist_options` global variable) are removed. A new ticket has been opened to explore renaming the `$new_whitelist_options` variable (#50434).
Changing to more specific names or rewording sentences containing these terms not only makes the code more inclusive, but also helps provide clarity. These terms are often ambiguous. What is being blocked or allowed is not always immediately clear. This can make it more difficult for non-native English speakers to read through the codebase.
Words matter. If one contributor feels more welcome because these terms are removed, this was worth the effort.

URL polyfill from the polyfill-library library is not spec-conformant, in a way which negatively impacts its usability for pending revisions to the block editor. Specifically, there were revisions to the implementation of the wp-url script to detect URL validity by relying on thrown errors from the URL constructor, but this specific behavior is not implemented in this version of the polyfill.
There was another issue in r47238, which is that the test used to check whether the polyfill should be included is not accurate. This commit uses a different check and fixes the issue.

This resolves PHP warnings when extensions like `php_uopz` or `php_tideways_xhprof` are in use.
Object variables in PHP 5+ contain a reference to the object, and it's the reference that's passed around.

- Update the DependencyExtractionWebpackPlugin to 2.3.0 and set it to output a single assets file.
- Grunt: copy the assets file to both `SOURCE_DIR` and `BUILD_DIR` as `wp-includes/assets/script-loader-packages.php`.
- "Unignore" the `wp-includes/assets` directory. Its content will be committed similarly to `wp-includes/blocks`.
- Update `wp_default_packages_scripts()` to use the above file. This also removes the hard-coded lists of packages and packages with translations.

Pending block editor revisions for WordPress 5.4 will make use of `window.URL` and `window.DOMRect`. These are not available in Internet Explorer (or pre-Chromium Edge for `DOMRect`) and must be polyfilled to avoid script errors.
The changes make use of the existing polyfill pattern, and existing `polyfill-library` dependency. The dependency is bumped to the latest version, since the previous version did not include the `DOMRect` polyfill.

This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.
This commit also includes:
* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
* `wp-admin/admin-header.php`
* `wp-admin/admin-footer.php`
* `wp-includes/version.php`

This is a follow-up for #48154, where we started including *.asset.php files to declare package dependencies.
This works well but creates warnings in environments where the package does not exist because WordPress was not fully built.

This patch integrates DependencyExtractionWebpackPlugin which was battle-tested in Gutenberg.
This will greatly simplify the process of upgrading npm packages which change after every Gutenberg release. It might even useful during the WordPress release cycle as we might need to publish more often as we discover critical bugs and regressions.

On the front end, themes that don't use jQuery make the admin bar fallback to the non-jQuery implementation. Some important features miss from the non-jQuery `admin-bar.js` part, for example `hoverintent` and, most importantly, the touch events for the mobile menu don't work at all.
Enqueueing jQuery is the simplest option for now. For the future, a complete rewriting of `admin-bar.js` in plain JavaScript is highly recommended.

Headings are the predominant mechanism for screen reader users to find information in a page. They also help all users to better identify the main sections of user interfaces.
- adds three new headings within the media modal
- improves plural form translation for "item selected" by using `wp.i18n`
- horizontally centers the media modal menu in the responsive view
