Dion Hulse f0706a0895 Term Splitting: Switch to a faster cron unschedule process to benefit sites with thousands of affected jobs. Fix the cron hook name in the failsafe rescheduler.

Weston Ruter 4e96fc9fd7 Widgets: Switch back to using `array_key_exists()` instead of `isset()` for widget instance existence check. 
Reverts unnecessary change in [32602] since `array_key_exists()` does actually work with `ArrayIterator` objects.

Merges [33696] to the 4.3 branch.

Dion Hulse 7f86f37642 Term Splitting: Fix a reversal of parameters to wp_schedule_single_event() introduced in [33621]. 
The existing invalid cron entries will not be purged automatically (as the 'timestamp' is never matched) so we do this ourselves.

Merges [33646] to the 4.3 branch.

Andrew Ozz 8f2b4fbe9e Fix the `wp-settings-*` cookies used in getUserSetting()/setUserSetting(). They should be set without `COOKIE_DOMAIN` to work properly for sub-domains. Fixes #29095.

Drew Jaynes 4d1482cd0d Inline documentation for the `WP_Date_Query` class in wp-includes/date.php. 
- Adds a complete hash notation for the `WP_Date_Query` arguments array.
- Adds missing documentation for the `date_query_valid_columns` and `get_date_sql` filter hooks.

Bot (Assets) 6e798324e9 New develop.svn.wordpress.org repository based on the old core.svn repository. 
* All WordPress files move to a src/ directory.
 * New task runner (Grunt), configured to copy a built WordPress to build/.
 * svn:ignore and .gitignore for Gruntfile.js, wp-config.php, and node.js.
 * Remove Akismet external from develop.svn. Still exists in core.svn.
 * Drop minified files from src/. The build process will now generate these.

Andrew Nacin 36554dd983 Move utils.js (cookie and user setting functions) to wp-includes to enable front-end use. 
Make it a dependency of media-views (and therefore media-editor). Move its userSettings JS object from admin-header to being paired with the script in script loader.
