dmsnell 4f3db72338 WP_Debug_Data: Normalize visibility of new methods.
In ongoing work to modularize the `WP_Debug_Data` class, several methods were added with `public` visibility. This patch sets the new methods to `private` as a measure to ensure optionality as the changes progress, since it's easier to move from private to public than the other way around.

Peter Wilson 92d9e70f84 General: Expand use of `wp_get_wp_version()`.
Expands the use of `wp_get_wp_version()` to get an unmodified value of the current WordPress version in various locations in which it would be unhelpful if a plugin has modified the global `$wp_version`.

This includes:

* Theme and plugin compatibility tests
* During the upgrade process of WP Core
* Debug and site health data reports of the current version
* Version number display in the dashboard
* Block theme export and caching utilities
* The `WPDB` class

Sergey Biryukov 46b25e1302 Site Health: Adjust display of the `DB_COLLATE` and `WP_ENVIRONMENT_TYPE` constants.
Includes: 
* Simplifying the logic and bringing some consistency to how the values are checked and displayed.
* Correcting the debug value for `DB_COLLATE`. This should be the actual contents of the constant, and empty if it is indeed empty, as the debug data that's copied and shared should represent the raw value, and does not need to be in a user-readable format.

Aaron Jorbin 9171d921f4 Site Health: Note when DB_COLLATE is defined but empty.
Right now, for example if DB_COLLATE is defined as '', the value will not be shown in the WordPress Constants list, there's just an empty space. This adds a message so it's clearer when the constant is empty.

dmsnell 76c06eb274 Debug Data: Encode section ordering in debug info.
During a refactor to modularize the debug data class, it came up that the ordering of the sections inside of the returned debug info is relevant to existing UIs, as they iterate the array, which happens in insertion order.

This patch presets each section at the start to ensure that the ordering remains consistent even as code within the method is rearranged. As the mini-project progresses, this assignment will be the final place all the sections are referenced.

This resolves a fatal error if `strict_types` PHP setting is enabled:

John Blackbourn 75a487bf43 Database: Remove support for the `mysql` extension.
The `mysql` extension is no longer used in PHP 7 or above. There's a good amount of conditional code in `wpdb` and the health checks that can be removed now that only the `mysqli` functions are used.

Sergey Biryukov 3533ec3159 Media: Add `WP_Image_Editor_Imagick::set_imagick_time_limit()` method.
This aims to avoid timeout in Imagick operations.

Previously, Imagick operations could silently error by timeout and produce unexpected results. The new `::set_imagick_time_limit()` method, now used in `::resize()` and `::crop()`, will better handle garbage collection in these cases as well as better align Imagick's timeout with PHP timeout, assuming it is set.

Sergey Biryukov c03305852e Code Modernization: Add `AllowDynamicProperties` attribute to all (parent) classes.
Dynamic (non-explicitly declared) properties are deprecated as of PHP 8.2 and are expected to become a fatal error in PHP 9.0.

There are a number of ways to mitigate this:
* If it is an accidental typo for a declared property: fix the typo.
* For known properties: declare them on the class.
* For unknown properties: add the magic `__get()`, `__set()`, et al. methods to the class or let the class extend `stdClass` which has highly optimized versions of these magic methods built in.
* For unknown ''use'' of dynamic properties, the `#[AllowDynamicProperties]` attribute can be added to the class. The attribute will automatically be inherited by child classes.

Trac ticket #56034 is open to investigate and handle the third and fourth type of situations, however it has become clear this will need more time and will not be ready in time for WP 6.1.

To reduce “noise” in the meantime, both in the error logs of WP users moving onto PHP 8.2, in the test run logs of WP itself, in test runs of plugins and themes, as well as to prevent duplicate tickets from being opened for the same issue, this commit adds the `#[AllowDynamicProperties]` attribute to all “parent” classes in WP.

The logic used for this commit is as follows:
* If a class already has the attribute: no action needed.
* If a class does not `extend`: add the attribute.
* If a class does `extend`:
 - If it extends `stdClass`: no action needed (as `stdClass` supports dynamic properties).
 - If it extends a PHP native class: add the attribute.
 - If it extends a class from one of WP's external dependencies: add the attribute.
* In all other cases: no action — the attribute should not be needed as child classes inherit from the parent.

Whether or not a class contains magic methods has not been taken into account, as a review of the currently existing magic methods has shown that those are generally not sturdy enough and often even set dynamic properties (which they should not). This commit only affects classes in the `src` directory of WordPress core.
* Tests should not get this attribute, but should be fixed to not use dynamic properties instead. Patches for this are already being committed under ticket #56033.
* While a number bundled themes (2014, 2019, 2020, 2021) contain classes, they are not a part of this commit and may be updated separately.

audrasjb c7fe0f88d2 Coding Standards: Clarify time units for various timeout or expiration values.
This changeset implements a clearer and more consistent timeout/duration/expiration format. It updates time durations used in various files, as per WordPress coding standards:

- If the value can be represented as an integer (not a fractional) number of minutes (hours, etc.), use the appropriate constant (e.g.: `MINUTE_IN_SECONDS`) multiplied by that number.
- Otherwise, keep the value as is and add a comment with the units for clarity.

spacedmonkey e2e15f1876 Users: Introduce the concept of a large site to single site installations.
Currently in WordPress multisite there is a concept of large networks. The function `wp_is_large_network` is used to determine if a network has a large number of sites or users. If a network is marked as large, then 
expensive queries to calculate user counts are not run on page load but deferred to scheduled events. However there are a number of places in a single site installation where this functionality would also be useful, as 
expensive calls to count users and roles can make screens in the admin extremely slow.

In this change, the `get_user_count` function and related functionality around it is ported to be available in a single site context. This means that expensive calls to the `count_users` function are replaced with 
calls to `get_user_count`. This change also includes a new function called `wp_is_large_user_count` and a filter of the same name, to mark if a site is large.

Sergey Biryukov 8761c4cefd Code Modernization: Rename parameters that use reserved keywords in `wp-admin/includes/class-wp-debug-data.php`.
While using reserved PHP keywords as parameter name labels is allowed, in the context of function calls using named parameters in PHP 8.0+, this will easily lead to confusion. To avoid that, it is recommended not to use reserved keywords as function parameter names.

This commit renames the `$var` parameter to `$mysql_var` in `WP_Debug_Data::get_mysql_var()`.

Additionally, `$type` is renamed to `$data_type` in `WP_Debug_Data::format()` for clarity.

Clorith 44f50060eb Site Health: Add the constant `WP_ENVIRONMENT_TYPE` for debug data.
As a legacy from the old Health Check plugin, the constant `WP_LOCAL_DEV` was included in the debug data under the "WordPress Constants" section. This was incorrect, and has never been a constant used by core.

Instead, that field is now replaced by `WP_ENVIRONMENT_TYPE`, which was introduced with WordPress 5.5, and is a much more appropriate value to provide in a debug scenario.

This commit adds the `public` visibility keyword to each method which did not have an explicit visibility keyword.

Why `public`?

With no visibility previously declared, these methods are implicitly `public` and available for use. Changing them to anything else would be a backwards-compatibility break.

desrosj af4b043a69 Site Health: Include more ImageMagick/Imagick information in the Media Handling section.
This adds additional information to the Media Handling section of the Site Health Info page. When ImageMagick is used as the site’s image editor, a full list of file formats supported will now be shown. This will help site owners debug any issues they encounter as support for newer, more modern image formats is added (such as WebP in [50810]).

Additionally, the version of Imagick installed. This will help site owners debug issues with generating images on the PHP side.

Some variables have also been renamed to more accurately represent what is being stored.
