It is recommended that for every option it is explicitly set whether to autoload it or not. This changeset updates relevant `update_option()` and `add_option()` calls.
Note that the `$autoload` parameter is only needed for `update_option()` if the option is potentially not present yet, i.e. the call will pass through to `add_option()`. Since WordPress core adds the majority of its options to the database during installation, only `update_option()` calls for dynamically added options need to be modified, which is what this changeset does.
As part of revisiting the autoload values for dynamically added WordPress core options, this changeset modifies some options to no longer be autoloaded, since they are only accessed in a few specific places that are not relevant for a regular request. These options are:
* `recently_activated`
* `_wp_suggested_policy_text_has_changed`
* `{upgradeLock}.lock`
* `dashboard_widget_options`
* `ftp_credentials`
* `adminhash`
* `nav_menu_options`
* `wp_force_deactivated_plugins`
* `delete_blog_hash`
* `allowedthemes`
* `{sessionId}_paused_extensions`
* `recovery_keys`
* `https_detection_errors`
* `fresh_site`
An upgrade routine is present as well that sets those options to no longer autoload for existing sites.

It is best to always escape the complete value of an attribute, not a partial value, as otherwise the escaping could be (partially) undone when the values are joined together.
While the hardcoded prefix/suffix values in this case don't necessarily create that risk, those may change to values which could be problematic, so making it a habit to escape the value in one go is best practice.
Includes:
* Moving a few `esc_url()` calls closer to the actual output and escaping the hash parts too.
* Wrapping a few long lines for better readability.

While using reserved PHP keywords as parameter name labels is allowed, in the context of function calls using named parameters in PHP 8.0+, this will easily lead to confusion. To avoid that, it is recommended not to use reserved keywords as function parameter names.
This commit:
* Renames the `$echo` parameter to `$display` in:

The `update_user_option()` function is a way to update a user meta value after adding a blog’s prefix to the beginning of the meta key. But when the fourth parameter is `true`, the behavior is exactly the same as calling `update_user_meta()` directly.
This replaces all instances of `update_user_option()` when the fourth parameter is `true` in Core with a direct call to `update_user_meta()` to prevent an unnecessary call to `update_user_option()`.

Previously, any `input` or `select` inside of a `.form-invalid` wrapper would get the red border highlighting, including submit buttons which was not visually correct. This now only applies to form elements with a class of `.form-required` inside of the `.form-invalid` wrapper. It also continues to apply the border to elements with both classes (`.form-invalid.form-required`) as that is how some of the admin markup is structured.
Plugin authors may need to do the same sort of class application seen in this commit, i.e. add `.form-required` to certain form elements.

This brings `wp_count_terms()` in line with other taxonomy functions such as `get_terms()` which technically no longer require a taxonomy. Similar to the previously modified functions, no deprecation warning is triggered when using the legacy signature.

This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.
