Drew Jaynes 8d96a53ba4 Docs: Adjust the table of providers in the hook doc for `oembed_providers` to use "No" instead of "!" to signify lack of SSL support. 
When displayed in the Code Reference, the "!" doesn't convey enough information.

Scott Taylor 641f95155b Use RegEx instead of `DOMDocument` when protecting `<pre>` tags in `WP_oEmbed::_strip_newlines()`. It is incredibly difficult to maintain character encoding and whitespace when parsing via `DOMDocument`.

Drew Jaynes f8657d5890 Remove redundant and erroneous `@uses` tag from most core inline documentation. 
Per our inline documentation standards, no further use of the `@uses` tag is recommended as used and used-by relationships can be derived through other means. This removes most uses of the tag in core documentation, with remaining tags to be converted to `@global` or `@see` as they apply.

Scott Taylor 2efb8f8507 When `wp_oembed_add_provider()` or `wp_oembed_remove_provider()` is called before the `plugins_loaded` hook has, store the values statically on the `WP_oEmbed` object and add them just-in-time when the object is instantiated. 
This ensures that all plugins have an accurate provider list when `apply_filters( 'oembed_providers', $providers )` is called.
