Weston Ruter 41118e509a Twenty Seventeen: Make spacing on pages without comments consistent 
Previously, the top of the page had more space than the bottom, not matching the original design.

Props laurelfulford, melchoyce.
Merges [39404] onto the 4.7 branch.
Fixes #38972 for 4.7.
