Remove use of com.google.common.collect.Sets

Remove use of com.google.common.collect.Sets.

This commit removes all uses of com.google.common.collect.Sets. This is
one of many steps in the eventual removal of Guava as a dependency.

Relates elastic/elasticsearchelastic/elasticsearch#13224
